EMP – CONSTRUCTION PHASE 4-26
Strategy: To ensure the cultural heritage values of the area are preserved.
Background and Management Actions:
1. Surveys within the RHD area did not reveal any artefacts however there remains the potential for
artefacts to be discovered during the earthworks program, The requirement to conduct on-going
supervision during earthworks will be stressed during the Site Induction program.
2. The development shall at all times be undertaken with regard to the cultural heritage duty of care
outlined in the Aboriginal Cultural Heritage Act 2003 and associated guideline.
3. Management of cultural heritage issues on the site should be undertaken in accordance with the
directions of the EPA as provided in April 2003 as follows:
a. If archaeological material is identified during construction activities, work must cease in the
vicinity of the material to allow its significance to be established and an appropriate course of
action undertaken. The findings must be reported to the Principal Conservation Officer
(Southern Region), Environmental Protection Agency (EPA) on Ph 3225 8426 as required
under the Cultural Record (Landscapes Queensland and Queensland Estate) Act 1987.
b. Should archaeological material be identified, a cultural heritage management plan (CHMP)
must be prepared, adopted and acted upon. A qualified heritage consultant in consultation
with the relevant Traditional Owners and the Environmental Protection Agency, Southern
Region cultural heritage officers, should undertake the preparation of the CHMP.
c. Further archaeological assessment of the material may be needed to determine the level of
significance in consultation with the relevant Traditional Owners and the EPA.
d. Where work has ceased because of the possible presence of a site of archaeological
significance, the possible site must be clearly marked with tape and protected from other on-
going construction activities.
e. In the case where material is found to be of significance to the relevant Traditional Owners,
the development concept in the vicinity of the site may need to be amended to preserve the
significance. Where practical and appropriate, the amended development proposal should
incorporate interpretive facilities or reference on site (eg. signage).
4. Should future activities associated with the proposed development uncover anything which
maybe interpreted as Aboriginal in origin, work should cease immediately and this information
should be passed on to the Superintendent as indicated in the EPA requirements above. Work
will not resume until authorized to do so by the EPA in writing.
Performance Requirement: The cultural heritage values of the area are protected in accordance with
legislation.
Monitoring: Inspect all works for evidence of archaeological material. Inspect any identified cultural
heritage areas to ensure ongoing preservation of identified areas.
Reporting: Site Environmental Officer to report all findings of artefacts to the Superintendent, the
Traditional Owner and EPA.
Corrective Action: Site Environmental Officer to implement any action required to ensure
compliance with EPA and Traditional Owner requirements if artefacts are uncovered.
