measures in Section 6, results indicate that the proposed change complies with the
outcomes sought by the code.
5.4 SIGNIFICANT RESIDUAL IMPACTS
As per Section 8 of the Environmental Offsets Act 2014, a significant residual impact is
generally defined as an adverse impact, whether direct or indirect, of a prescribed activity
on all or part of a prescribed environmental matter that:
● remains, or will or is likely to remain, despite on-site avoidance and mitigation
measures; and,
● is, or will, or is likely to be, significant.
An environmental offset condition may be imposed on an authority if the prescribed
activity will, or is likely to, have a significant residual impact on a prescribed environmental
matter.
The proposed change is unlikely to result in a significant residual impact on the prescribed
environmental matters identified in Section 3, as the change will result in a net positive
impact.
Furthermore, as per condition 106 of the Noosa Shire Council development permit (MCU
2008/176), a monetary contribution of $44,160 ($920 x 48 trees) has already been made
to Council to offset the removal of 48 koala habitat trees, thus precluding the imposition
of an additional offset condition as stated under section 25A of the Environmental Offsets
Act 2014 (Qld).
5.5 SUMMARY
The results of impact assessment suggested:
● Spatial analysis of the impacts of the proposed change indicated that the proposed
change results in a net positive impact terms of impacts on vegetation and potential
fauna habitat, as a greater area of native vegetation will be retained.
● Spatial analysis of the assessable area indicated:
The area of potential negative direct impact is located outside of the site
boundary to allow for development of driveway access, and are small relative to
the total area of additional vegetation that will be retained on site; and,
Approximately 6150 sqm of additional native vegetation / potential fauna habitat
retained.
● The proposed change will retain the Koala and Glossy Black Cockatoo habitat trees
shown on the approved plans (DBI Design Pty Ltd, Drawing No. L-SD-2.02, Rev. A,
August 2009) (where observed on site) and additional native species that are
