RECOMMENDATION
That Council note the report by the Property Advisor to the General Committee Meeting dated 14
August 2017 and agree to issue a Community Market Permit to Cooroy Farmers and Artisans
Market Pty Ltd as detailed in the report.
REPORT
The purpose of this report is to present the results of Council’s recent Expressions of Interest
(EOI) process for a permit for community activation of Lot 5 Lower Mill Road Cooroy and to seek
Council endorsement to issue a new Community Market Permit.
A report detailing an application for a community market on vacant Council land at the Lower Mill
Site was considered by Council in March 2017. The application was submitted by Cooroy
Farmers and Artisans Market Pty Ltd seeking fortnightly use of the site for a commercial market.
The report noted that local government regulations require an open public tender process be
undertaken prior to allowing a commercial party ongoing exclusive use of the site. Council
resolved to proceed to an EOI process for community activation of the site. The EOI was publicly
advertised in June and various community organisations and interested parties were notified
directly.
Interested parties were invited to submit applications to Council’s e-tender portal, LG Tenderbox,
with applications closing on 1 August 2017. There were 5 downloads by parties from the e-portal
but only one submission was received from Cooroy Farmers and Artisans Market Pty Ltd.
EOI Assessment
An evaluation panel comprising of Council staff and a procurement consultant has assessed
Cooroy Farmers & Artisans Market’s submission. The respondent provided all requested details
and its submission complies with the mandatory EOI requirements. Extensive letters of support
for the proposal from Cooroy community and business representatives were also included with
the EOI submission. Summary details of the panel’s assessment are provided below.
