GENERAL COMMITTEE MEETING AGENDA 14 AUGUST 2017
Proposed Activity
The submission seeks a permit for a commercial market showcasing local food producers and
artists. The market is proposed on the 1st, 3rd and 5th Saturday of the month, being alternate
weeks to the existing Pomona Country Markets. The EOI included a formal Community Market
Application form, which includes the following description of the market:
The goal is to have a Farmer’s Market with an artistic twist, to showcase local food producers
and artists. There will be market stalls with:
Local produce – must be sourced from grower/primary producer and not obtained through
a central market. Preference given to local producers from Noosa, Cooloola and Sunshine
Coast (e.g. if there is a Noosa onion grower they will have preference over a grower from
Caboolture). Value added products encouraged e.g. sauces, pickles, etc. from local
produce.
“Made in Biosphere” – local artisans with products made in Noosa & Great Sandy Strait
Biospheres.
At each market we will provide a stall space free of charge for a community group to utilise
as a fundraiser.
Business owners with these same product profiles (e.g. Cooroy Harvest Fresh) are also
invited to have a stall.
Local entertainers
Food stalls and coffee stalls
No imports, mass produced items, etc. will be permitted.
Consistency with EOI Intent
The EOI called for proposed uses limited to those that:
Provide community activation of the space;
Do not propose to permanently occupy the site or build infrastructure, which would prevent
other uses of the site (such as the Cooroy Fusion Festival); and
Align with Council’s Corporate Plan.
The proposed market use is considered to meet these intents because it will:
provide a significant new community activation of the space;
does not propose any built infrastructure or to otherwise permanently occupy the site; and
align with Council’s Corporate Plan, particularly by fostering community activity and
connectedness, and encouraging rural enterprises and creative industries - which are
identified priority sectors in Noosa’s Local Economic Plan.
Assessment Criteria
The submission was suitably detailed and scored well across each of the EOI scoring criteria,
being:
Track record and experience
Contribution to local community and local economy
Demonstrated community need/demand
Environmental sustainability and emissions reduction measures
The assessment panel’s scoring is including in the EOI evaluation summary at Attachment 2.
Declared Conflict of Interest
The submission included a declared conflict of interest stating that Noosa Councillor, Frank
Pardon, is a Director of Cooroy Farmers and Artisans Market Pty Ltd.
