GENERAL COMMITTEE MEETING AGENDA 14 AUGUST 2017
The type of accommodation offered through on-line agencies varies and may include parts of
dwellings, whole dwellings or self-contained units. The accommodation may be on the same site
but separate to the principal dwelling. Fortunately, instances of impacts on the amenity of
neighbours are not widespread and are more likely to be associated with accommodation where
there is no on-site management, such as a party house.
Where accommodation is offered in the form of a bed and breakfast in conjunction with a
dwelling, the use requires a development approval under The Noosa Plan 2006. Generally, no
applications are currently being made. The absence of a development application or the means
to identify the location of such premises, denies Council the ability to impose charges for services
and infrastructure that would ordinarily apply.
It is likely that the same effects are being felt in many other Queensland communities. The
intention of this report is to propose Noosa Shire Council putting forward a resolution at the
upcoming Local Government Association of Queensland annual conference and if passed, will
require the LGAQ to lobby the Queensland government to develop a policy response to the
emerging issue to deal with the specific issue raised in this report.
The objectives of action by the Queensland government may relate to respecting planning
schemes, supporting local residential amenity and achieving balanced outcomes that allow for
enterprise but do not see affordable living opportunities substantially diminished. Also the
government can be requested to enforce that property addresses be made available to local
governments so that these properties contribute towards schemes such as the Tourism and
Economic Development Levy the same as other properties being used for the same purpose.
Previous Council Consideration
Nil.
Finance & Risk
There is a risk to Council’s financial ability to provide additional demands on infrastructure and
services arising from these uses where no development application is lodged.
Consultation
External Consultation - Community & Stakeholder
This issue has also been discussed with Sunshine Coast Regional Council officers who have
raised similar issues. Sunshine Coast Regional Council officers have also made approaches,
with our Council’s support, to online service providers in an endeavour to obtain details of
properties for rating purposes. Like our Council, Sunshine Coast Regional Council is
endeavouring to seek contributions from properties being used for visitor accommodation
towards their equivalent of the Tourism Levy.
