3.8. Development constraints
DMaTT utilises development constraints to calculate the developable area of a property by
removing the constrained land area from the property area. The developable area works in
partnership with land use and density assumptions when considering additional land
requirements for roads and park (see Section 3.7). Development constraint GIS data was
obtained from the Noosa Planning Scheme or from QSpatial. Exclusions were made for
specific areas where certain constraints were mitigated or did not impact on development
(i.e. industrial allotments).
Sources of GIS data were selected based on the best available information. A list of
development constraints, how they are used, and data sources are provided in Table 4.
The resultant development constraints layer was developed and validated against the
development extent of current development and approved development and the calculated
development yields using density and constraint assumptions. The validation process
confirmed what constraints and what levels of constraint impacted on the determination of
the developable area. Examples are shown in Figure 3 below. As shown in the examples
below, through the development approval process certain areas of constraints have been
mitigated that increase development yield. As such, development constraint assumptions
and calculated development yield in areas where future subdivisions will occur are seen to
be conservative.
