RECOMMENDATION
That Council note the report by the Manager Infrastructure Planning and Design to the
Infrastructure & Services Committee Meeting dated 2 February 2016 and adopt the findings and
recommendations of the Noosa Traffic Study as prepared by Holland Traffic Consulting Pty Ltd.
REPORT
This report has been prepared specifically for Council to review and adopt the findings and
recommendations of the Noosa Traffic Study (the Study), as prepared by Holland Traffic Consulting
Pty Ltd.
1. Background
In 2006, Noosa Council adopted the Noosa Integrated Local Transport Plan 2016 (NILTP) which
was prepared by traffic consultant Colin Beard. This Plan has been utilised to guide the investment
in and delivery of transport related infrastructure from that time until now. Having reached the end
of its expected life, a review of the current traffic network has been undertaken and this review, if
adopted by Council, will replace the NILTP with the Study prepared by Holland Traffic Consulting
Pty Ltd. The Study has forecast traffic impacts and potential intersection augmentations to 2036.
2. Population Growth Rates and Base Traffic Volumes
Noosa Council has adopted population growth rates based on the latest 2015 State Government
Regional Growth Plan forecasts. These growth rates have a large bearing on predicting the traffic
growth and the implications of this growth on intersections and the existing road network. The
forecast population growth rates can be seen in Attachment 1 at page 22.
In addition to this forecast, a complete assessment of permanent road counters and supplemental
traffic counts were undertaken at high volume roads and intersections. This provided the latest
video count technology, thereby giving the study both accurate traffic count information as well as
video information for checking and validation.
This is set out and discussed in detail in the Study.
