9.4.7             Transport Code

9.4.7.1           Application

   (1) This code applies to assessable development identified as requiring assessment against the Transport Code by the tables of
       assessment in Part 5 (Tables of assessment).
   (2) All provisions in this code are assessment benchmarks for applicable assessable development.

9.4.7.2           Purpose and Overall Outcomes

   (1)   The purpose of the Transport code is to ensure a safe, convenient and efficient transport network that meets community
         expectations and is consistent with Noosa’s transport planning which includes:
         (a)   focusing on moving people and goods ahead of moving cars;
         (b)   providing infrastructure and services designed to prioritise active transport, motor cycle, motor scooter and public transport
               options; and
         (c)   designing a transport network to minimise ongoing maintenance.
   (2)   The overall outcomes sought for the Transport code are:
         (a)   The transport network facilitates and encourages an overall modal shift away from private car use towards more sustainable
               transport.
         (b)   Development improves the coordination between transport and land use.
         (c)   Development minimises the environmental and social impacts of transport on the natural and urban environment.
         (d)   Development contributes to improving walking, cycling, bus, train and ferry modes and the use of motor cycles and motor
               scooters to minimise the use of the private car.
         (e)   Development provides a road hierarchy that supports effective bus route connectivity.
