MATERIAL CHANGE OF USE TO ESTABLISH MULTIPLE HOUSING & VISITOR ACCOMMODATION 215 DAVID LOW WAY, PEREGIAN BEACH 19 2.6 Proposed Design, Built Form & Architectural Detail 48. The proposed development presents a high quality, architecturally designed development containing a total of 27 buildings, all to be located on separate lots under a community title scheme. 49. The design brief was to deliver a contemporary, integrated development that is consistent with the character of the Peregian Beach locality. The design has achieved this trough incorporating coastal finishes and treatments, including the use of lightweight materials, cladding, hip and gable roof forms, balconies as well as generous use of glazing to ensure sufficient natural light within the units (as demonstrated by Figures 9 to 13). 50. The proposed development presents as a low rise built from, with a maximum of three (3) storeys for the Visitor Accommodation and Multiple Housing buildings and other buildings being a (2) storeys. Overall, the development results in a total site cover of 37% (4,297m2), total gross floor area of 8,139m2, total deep planting/landscaping of 24% and maximum building height of 12 metres. 51. Additionally, the proposed development is located behind the Peregian Beach Hotel, as well as the Peregian Village Market. As such, the development is appropriately screened from the David Low Way and will not impact upon the coastal character of Peregian Beach as viewed from the David Low Way. The proposed development also takes advantage of the views over the Noosa National Park, which is located directly west of the site. 52. As identified above, the proposed development has also been designed to integrate into the planned ‘Rufus Street Public Precinct’, as well as the existing Peregian Village Market. This has been achieved by providing connecting public footpath linkages throughout the site and incorporating private open spaces and window openings to footpaths, as well as internal communal areas that provide casual surveillance of the communal open space areas, and CPTED design principles. 53. It is also noted that the proposed development represents a superior land use and design outcome, with the development containing a scale, height and intensity that is less than and more appropriate to the current approval of the site.
