20 December 2022 Our Ref: 22BRT0666 Your Ref: Attention: Daniel Carter Dexus PO Box R1822 Royal Exchange NSW 1225 Dear Dan, RE: 88a & 90 Goodchap Street, Noosaville – Proposed expansion, Minor Change Application Transport Engineering assessment 1 Introduction TTM has been engaged to prepare a transport engineering report for the proposed expansion of the existing Noosaville Medical and Professional Centre at 88A & 90 Goodchap Street, Noosaville. It is understood that a Minor Change application will be lodged with Noosa Council in relation to an extension to an existing building for the purposes of a radiation oncology bunker. The scope of this report primarily addresses issues associated with parking supply and modifications to the car park layout. 2 Existing Development The existing development schedule is summarised in Table 1. Table 1 Existing development schedule Use Area (TUA) / Qty Office / Health Services / 6,054m2 Educational Childcare centre 150 children (20 staff) There have also been modifications to the approved parking layout. The approved plan included 366 car parking spaces plus 12 motorcycle / scooter bays. It is noted that this included 1 shared PWD / Ambulance bay. The plan also included a shared Ambulance / loading bay that was TTM Consulting Pty Ltd P 07 3327 9500 PO Box 12015, Brisbane Qld 4003 ttmgroup.com.au ABN 65 010 868 621 E [email protected]

not included in the total car parking supply. The approved parking layout (as per DA 132007.12.6) is
presented in Attachment A.
The existing layout includes 363 car parking spaces plus 6 motorcycle / scooter bays. There is also 1 x
dedicated Ambulance bay and a shared Ambulance / loading bay on-site.
Whilst there have been some modifications to the car park layouts across the site, the parking spaces that
have not been provided are the 3 spaces on the one-way aisle at the rear of the site.
Of the total car parking supply, 40 spaces are attributed to the Child Care Centre.
Access to the site is provided via an all-movements driveway on Goodchap Street located approximately 80m
from the roundabout at the Eumundi- Noosa Road. There is also a driveway located at the northern
boundary of the site that allows for left out movements only.
There is also a connection to Traders Lane, which is to be used by service and emergency vehicles only.
In terms of proximity to public transport, there are paired bus stops (services 628 and 632) located on
Goodchap Street adjacent to the site.
3 Proposed development
The development proposal is for an additional 133m2 use area for Health care services within the site. The
new building is to be purpose built as an oncology radiation bunker that facilitates the treatment of one
patient at a time. Table 2 summarises the Total Use Area for approved, existing and proposed development.
Table 2 Total Use Area Summary
Approved TUA Existing TUA Proposed TUA

To facilitate the building expansion, modifications are required to the car park, which results in the loss of
parking spaces. The total car parking supply indicated on the proposed development plans is 347 car spaces.
The existing 2 x Ambulance / loading bays and 6 motorcycle / scooter spaces are retained.
The approved, existing and proposed parking allocation is summarised in Table 3.

The location of the new building area also requires modification to the circulation aisle in the southern
corner of the site, which includes converting a section of the carpark to one-way.
It is noted that the existing access and servicing arrangements within the site are not intended to be altered
by the proposed development.
The proposed development plans are presented in Attachment B.
4 Parking assessment
4.1 Existing parking demands
The existing development contains a variety of uses which generate peak parking demands at various times
of the day. To determine the existing peak parking demand for the site, TTM have undertaken surveys over a
2-day period (Tuesday 15th and Wednesday 16th November) between 7am and 6pm.
The results of the surveys are presented in Attachment C.
The survey results indicate that the peak parking demand generated by the existing uses is 235 cars on the
Tuesday and 218 cars on the Wednesday.
It is noted that there were vacant tenancies within the existing buildings at the time of the surveys. The
extent of vacant area is 2,193m2, which equates to an occupied area of 3,861m2.
Taking into account the parking allocation for the child care centre (40 spaces), the surveyed peak parking
demands ranged from a parking rate of 1 space per 20m2 on the Tuesday to 1 space per 22m2 on the
Wednesday for the other uses on-site.
3
Section 4
4.2 Proposed parking supply
The assessment undertaken is based on the criteria specified in P06 of the Driveways and Parking Code in
Noosa Plan 2020., which is extracted below:
The proposal for an additional 133m2 of use area equates to a total use area of 6,187m2 within the site,
excluding the childcare centre.
Applying the surveyed parking rates and including the childcare centre parking allocation of 40 spaces,
equates to a parking demand ranging from 322 spaces to 350 spaces.
The development plan reduces the parking supply within the site from 363 spaces to 347 spaces, plus 6
motorcycle / scooter spaces.
The assessment of the parking supply also needs to take consideration of the practical use of the proposed
expansion. Whilst it is acknowledged that tenants and uses can change over time, it is noted that the
proposed expansion is to be purpose built as a radiation oncology bunker (designed to accommodate one (1)
patient at a time).
As such, applying the maximum surveyed parking rate of 1 space per 20m2 to the proposed expansion, which
equates to 6 spaces, is considered conservative.
Furthermore, the oncology bunker will form part of an overall tenancy for a cancer care provider, with a
total use area of approximately 763m2 (which will occupy a significant portion on the exiting vacancy). The
cancer care provider has provided advice in relation to the operation of the overall tenancy in terms of staff
and patient numbers. The advice indicates:
• 13 x full time equivalent staff;
• Approximately 30 patients per day
4
Section 5
Applying the maximum surveyed parking rate of 1 space per 20m2 to the overall tenancy equates to 39
spaces.
In terms of the practical demand, it is assumed that a maximum of 10 patients are on-site at any one time.
If it is assumed that all staff and patients drive and park (noting that it could be possible that some patients
are dropped off and picked up after the treatment), the maximum practical parking demand would be 23
parking spaces, which is significantly less that the estimated parking demand of 40 spaces based on the
maximum surveyed parking rate.
On the basis of the practical assessment of the practical parking demand associated with the cancer care
tenancy, the estimated peak parking demand would be approximately 333 parking spaces, which is within
the 347 spaces provided in the development plan.
4.3 Car park layout
The proposed building expansion protrudes into the existing car park in the southern corner of the site.
As mentioned previously, parking has been removed and the circulation aisle modified to circulate around
the building. The circulation aisle is maintained at a width of at least 6.2m, apart from a pinch point adjacent
to parking space 142.
It is also proposed that the circulation aisle converts to one-way operation south of the pedestrian crossing.
To ensure that parking space 142 is accessible, it is proposed that the adjacent spaces (139 – 141) be
reduced to 2.4m wide, which allows space 142 to be widened by 600mm. This additional width allows safe
and efficient access to this space. It is also noted that these spaces should be allocated as “Staff Parking
Only”. The swept path for space 142 is presented in Attachment D.
4.4 Pedestrian links
There is currently a pedestrian crossing adjacent to the proposed new building. This crossing is aligned with a
pathway that connects to Noosa – Eumundi Road.
This pedestrian link has been maintained in the proposed design. Whilst it is adjacent to the building,
converting the modified circulation aisle to one-way eliminates any issues with respect to pedestrian
visibility.
5 Servicing
The proposed modifications to the car park will not impact on servicing within the subject site.
The proposed expansion will not generate any significant increase in deliveries or waste generation which
will require any additional service vehicle demands.
5
Section 6
Based in the existing car park layout, large service vehicles would not utilise the area of the car park
impacted by the new building.
6 Conclusion
Based on the assessment provided in this report with respect to parking supply and car park layout, it is
concluded that there are no transport engineering reasons for not granting the appropriate development
approvals.
Yours sincerely,
Brian Camilleri
