4. ADVICE & INFORMATION
PLANNING Officer Name – Denis Wallace
The following aspects of the proposed site layout were discussed in detail:
Access
Landscaping
Setbacks
Building Height
Access is required to accord with the associated mediation agreement plan for the site.
The road layout around the site requires careful consideration (note the various right turn
restrictions). Further detail provided in Engineering comments below.
A landscaping plan will be required and should provide screening to the building and
areas of setback encroachments. The Landscaping Code within The Noosa Plan sets
minimum landscaped area and setback requirements. Planning Scheme Policy 3
provides further guidance for detailed landscaping design and specification (generally
relevant to Operational Works approval stage).
Building elevations will be required to allow assessment of encroachments into setbacks.
Slab level and extent of cuts will also be a consideration for those.
An increased setback to allow some on-site landscaping at the building’s eastern end is
preferred.
The Noosa Plan has limits for self-assessable signage (generally 4m2 far any sign and a
total of 10m2 for the site) and code assessment requirements thereafter (generally 4m2 far
any sign and a total of 10m2 for the site.
Some remediation works to the park area to the south may be required, dependant on the
extent of construction disturbance along that boundary. The zero lot line along this
boundary is supported.
It is recommended that further pre-lodgement advice is sought when amended proposal
plans are drafted.
ENGINEERING Officer Name – Mark Lewis
Access to the site as shown on the submitted plan is generally unacceptable. It is
expected that the main access point to the site will be from the western boundary (all turns
access) with the potential for a service vehicle entry from the north eastern boundary. Any
proposed access arrangements would need to be supported by a Traffic Report prepared
by a suitably qualified person.
It is noted that the parking spaces shown on the submitted plan are not in accordance with
AS/NZS2890.1:2004.
The layout will need to include sufficient area for the collection, detention and treatment of
stormwater runoff prior to discharge from the site.
