                                                                Section 6: Economic impact

Demonstrate the proposed expansion of business land in Noosa Junction
will not compromise the centre hierarchy for the Noosa area and the role
and function of the Noosa Shire Business centre.

The current proposal to expand the scale and mix of commercial uses within the
Noosa Junction precinct will supplement the existing mix of commercial uses
throughout the precinct. While the scale of additional retail uses is not sufficient
to alter the role or function of the precinct (i.e. it will continue to serve the role of
and function as a neighbourhood shopping precinct), it will enhance the choice,
competition and comparison provided by local retail and service facilities. While it
will generate an intensification of business land within the precinct it will not
impact on the centres hierarchy nor the role or function of the Noosa Shire
     Business Centre.

The Noosa Shire Business Centre serve a distinctly different and higher order role
than the Noosa Junction precinct and will continue to do so following the proposed
development. The proposed development will not significantly alter the role or
     function of either centre.

     6.5 Net community benefit

There are many economic and social benefits that are likely to arise from the
development of the proposed First Choice liquor store, adjacent hotel, specialty
retail and office uses. These benefits can be summarised as follows:

     • Refurbishment of an existing social venue.

     • Providing greater shopping choice, amenity and local convenience.

     • Stimulating additional employment opportunities and future salary and wage
        earnings in the local area.

Against these benefits there may be some trade impacts generated for those
relevant competitive retail and licensed venue operators. However, these impacts
are expected to be offset by expected growth in demand within the catchment, as
