in delineating the primary sector is the access to the site from the south via
David Low Way and the restricted nature of urban development along the
  southern coastal areas.

• The secondary sector (STA) includes the suburbs of Noosaville, Weyba Downs,
Peregian Beach, Tewantin and Marcus Beach. This sector is likely to currently
utilise the retail facilities within the existing Noosa Fair Shopping Centre, and
will likely also frequent the proposed development. However, residents within
this sector have a number of convenient options to undertake retail shopping,
such as Noosa Civic Shopping Centre, and are therefore likely to utilise the
retail facilities at the proposed development to a lesser extent than primary
  sector residents.

The main trade area generally extends around 2km north and east to the
coastline and 6 km south and west. The trade area is also likely to receive
significant patronage and demand from visitors and tourists to the area given the
large level of hotel accommodation surrounding the site.
