Figure 8 Extent of proposed height exceedance (Source: Blackburne Jackson, 2024)
56. The proposed development complies with PO9 of the Code as follows:
• The majority of the built form is low rise, with the sections of building at the front of the site
being considerably lower than the maximum building height permitted onsite, offsetting the
height exceedance at the rear;
• As detailed throughout this report, and shown in Figure 6, the proposed development has a
visual bulk and architectural scale consistent with structures on adjoining and nearby land in the
industrial estate;
• The buildings contain a maximum of 2 storeys;
• With complying setbacks throughout and reduced building heights towards the front of the site,
the proposed building will not visually dominate the street or surrounding spaces. Further, the
minor roof encroachment into the 10 metre height limit at the rear will not be detectable to the
naked eye when viewing the site from surrounding properties;
• The rear of the building (where the encroachment is located) is visually buffered from adjoining
rural land by a 30 metre wide vegetated Environmental Management Zone parcel and a 10 metre
wide landscape buffer along the rear boundary of the site. Accordingly, the development will
not impact the visual amenity of the adjoining non-industrial premises to the south;
