PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 7 DECEMBER 2021

Figure 2: Lake Doonella foreshore showing Bushland Reserves

The lack of an integrated plan or strategy for the area has led to uncertainty, community
dissatisfaction and less than optimal social and environmental outcomes. It is proposed that
Council initiate a Foreshore Management Planning process for the entire shore of Lake Doonella
to reconcile competing uses and provide certainty for Council and the community. As well as
addressing the current Shields Street – Memorial Ave Area, it can set up proactive expectations
for the community for other foreshore areas.
The purpose of the Plan is to guide the management of publicly managed foreshore land with a
clear and consistent set of principles and management actions. The process will include holistic
examination of:
 Tenure and management arrangements
 Best public land use
 Public access, including foreshore access and view lines
 Important ecological values, as well as areas needing restoration
 Scenic and landscape attributes including viewpoints
 Public recreation areas
Considerations in the decision to develop the Lake Doonella Foreshore Management Plan include;
 Lake Doonella foreshore is a complex mix of State and Council managed land and tenure
 A small stretch of public foreshore in the northeast does not have an open space
     classification and is largely unmanaged
 The rest of the foreshore is managed as bushland reserve
