PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 7 DECEMBER 2021
Water Constituent Original WQ Data to Proposed Comment
2004 Objectives
20,50,80 %iles 20,50,80 %iles
Cooroibah, TSS Mid Estuary HEV/SD HEV/SD are an improvement and endorsed.
Tewantin, and Low=4, 8, 14 Low=1, 2, 6,
Weyba (Low Flow upper High= 8, 13, 16 High=1, 3, 5 MD 50th of 12mg/L is higher than 50th %ile of 8 for low flows in
limit 6) 2004. However, there is no other data to base the MD
MD 50TH=12mg/L measurement off here. Prefer in MD waters for 12mgL to be
the upper limit. This facilitates easier compliance where there
is a sedimentation incident, without needing to obtain long term
%ile measurements.
Burgess Creek - Filterable Reactive Low: 25,25,80 (40th 25) Low:25 This is a slight exceedance over historic and 2010 limits. It is
Phosphorus High: 25,25,58 (40th High:25 known the proteaceae vegetation in this area can toxify
(20) 25) themselves if exposed to high phosphorous, and therefore
following the above criteria cannot be supported.
The proposed criteria can only be supported where it is
demonstrated that the contributing catchment has already
installed all reasonable best practice measures or accept the
risk of lower report card ratings where those measures are
available but have not yet been funded.
Total Nitrogen Low:520, 50, 280 (40th Low: 700 2004 data is based in discharges from a 20th century STP.
(500) 25) High: 610 The objectives worsen from 2010 WQO’s and do not meet the
High:396, 830, 1284 criteria for endorsement.
(30th 598)
Given Burgess Creek flows are primarily driven by the STP,
consideration for the objectives can only be considered where
it is demonstrated that the WQOs for both Low and High flows
reflect the TN concentrations possible from world best practice
STP’s with polishing system. This would properly reflect
Council’s environment policy for application of best practice.
Ammonia Low:25,25,50 Low: 25 This is a slight exceedance over historic and 2010 limits. These
(20) High:25, 25, 50 (30th High: 25 limits are linked to the same comment for Total Nitrogen. The
25) Limits of 25 could only be supported where demonstrated the
world best practice for STPs.
Lake Cooroibah Total Nitrogen Low:216, 280, 356 Low:190, 250, 350 Low flow 80th %ile is Improvement of the situation and can be
(150, 240, 380) High:456, 610, 710 High:300, 420, 600 supported. Recommend for 2010 WQO for 20 and 50th %iles to
be maintained.
