EXECUTIVE SUMMARY
This report brings forward for adoption an administrative amendment to Noosa Plan 2020. The
Noosa Plan 2020 was recently adopted by Council at a Special meeting on 17 July 2020 and
commenced on 31 July.
This proposed administrative amendment seeks to correct unintentional errors including amending
Table 5.7.1 Building works, where a typo has altered Council’s intentions for the level of
assessment for minor building works in residential and rural zones. It will also clarify and correct
levels of assessment for building works which are a consequence of Ministerial Condition to Noosa
Plan 2020, which required the Planning Scheme be consistent with Planning Act 2016 (Section
43(5)(b)) and Planning Regulation 2017 (Schedule 6, Part 2, Section 2(2)) in relation to dwelling
houses in residential zones.
RECOMMENDATION
That Council note the report by the Director Environment & Sustainable Development to the
Planning and Environment Committee Meeting dated 8 September 2020 and:
A.                     Adopt the Noosa Plan 2020 – Administrative Amendment No.1 as per attachments 1 and 2
                       of the report;
B.                     Delegate the CEO to make any further Administrative Amendments necessary to Noosa Plan
                       2020;
C.                     Set a date of Friday 25 September 2020 for commencement of the amended scheme;
D.                     Publicly notify adoption of the amendment in accordance with requirements of the Planning
                       Act; and
E.                     Provide the Chief Executive for Treasury – Development and Planning Services with a copy
                       of the public notice and a certified copy of the administrative amendment.



REPORT
1.                     Administrative Amendment
Section 17 of the Planning Act 2016 provide for Minister’s Guidelines and Rules regarding making
and amending local planning instruments. Chapter 2 Part 1 of The Minister’s Guidelines and Rules
sets out the requirements for making an Administrative amendment to a planning scheme. An
administrative amendment is an amendment that:
a)                     the local government is satisfied corrects or changes:
                       i.   an explanatory matter about the instrument;
