SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 11 OCTOBER 2016

7. Emergency Operations Team

As well as being responsible for coordinating disaster operations of all emergency services during
an event Council is required under the Disaster Management Act to maintain a response capability
in order to:

“provide equipment and a suitable number of trained persons, using the resources available to the
local government, to effectively deal with, or help another entity deal with, an emergency situation
or a disaster in the local government area”.

In order to meet this responsibility an Emergency Operations Team (EOT) operates to develop and
coordinate Council’s emergency response capability. The group is chaired by Allan Hull and meets
bi-monthly.

Since December, EOT have undertaken a number of reviews of aspects of Council’s disaster
response capability, with the following actions completed:
 Work to the electrical boards at designated evacuation centres at The J and the Leisure Centre
to enable generators to be plugged in without Energex attending.
 Agreement with Kennards Hire for guaranteed supply of generators to the evacuation centres
   with four hours’ notice.
 Finalisation of evacuation centre floor plans and procedures to establish the functioning of
   evacuation centres

The EOT Charter has been reviewed and endorsed by the CEO at the Leadership Team meeting
of 28 September 2016. It should be noted that it is mandatory for members of EOT to attend the
meetings or send a deputy to attend. Advisors are invited to attend as required.

8. Community Welfare Sub-Committee

The Welfare Sub-Committee, which comprises representatives of key local not for profit and church
groups in the Shire, met four times in 2015-16. It is Chaired by the LDMG Community Liaison
Officer, Alison Hamblin.

The Sub-Committee’s meetings are held the week after the LDMG meeting, so that key messages
and updates from the LDMG can be communicated directly. Members also participated in the
November training exercise.

Key agenda items for the Sub-Committee during the year included finalising plans for evacuation
centres and developing a flood evacuation plan for John’s Landing.

A key focus for the group in the coming year will be to exercise the establishment of an evacuation
centre.

9. Recovery Sub-Committee

The Recovery Sub-Committee is chaired by the Deputy Chair of the LDMG. It comprises the Chairs
of each of the four Recovery Sub-Committees – Economic, Environment, Infrastructure and Human
–social, all of whom are Council officers and representatives of the State Government Departments
with lead agency responsibility for recovery

The Recovery Sub-Committee met twice in 2015/16, once at the beginning of the storm season
and once at the end of the season. It was not required to stand up in response to an event in
2015/16.
