SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 11 OCTOBER 2016

3. LDMG Activations

The LDMG was activated once in the period December to October in response to a wet weather
event on 4 June. The Bureau of Meteorology forecast heavy rain with the possibility of high winds
and flash flooding. The Local Disaster Coordination Centre (LDCC) was activated in the morning
but the decision was made to stand down at late-morning as the predicted rain and wind did not
eventuate. The LDMG did not meet for an extraordinary meeting during this event.

4. LDCC and Disaster Management Training

Selected key staff have undertaken additional training in the Guardian software utilised in the
LDCC and participated in a Guardian conference/forum in Gympie. Updates and enhancements
to Guardian continue to be rolled out by QIT Plus.

Queensland Fire & Emergency Services delivered training for key LDCC staff in Public Warnings
& Alerts. Hydrologist, Damian McGarry from Hydrologic, delivered training to 10 staff in the
hydrology and hydraulics of Noosa catchments and use of the Enviromon alert warning system.
Training for key LDCC staff in the use of Council’s backup analogue two-way radios is scheduled
for later in October.

The annual functional exercise for the LDMG, LDCC and Field Coordination Centre (FCC) is
scheduled for 29 November 2016. The objectives of the exercise are to:
1. Practice the coordination of disaster operations through activation of the LDMG, LDCC and
   FCC by the LDC for a rapid onset event (severe storm);
2. Practice task logging and completion of tasks within the LDCC and FCC; and
3. Explore and observe the interoperability and communication between agency liaison officers,
   LDCC staff and LDMG members.

5. Disaster Management Officer

The appointment of the Disaster Management & Special Projects Officer in July has provided
Council with the opportunity to develop in-house expertise in a number of key disaster
management areas. This officer has recently completed training in Disaster Exercise Development
& Management and will be undertaking the writing and control of the annual disaster exercise in
November.

The Disaster Management & Special Projects Officer also participates in regional and state-wide
disaster management forums and networks established by the Inspector-General Emergency
Management (IGEM). These networks encourage knowledge sharing on disaster related subjects
and are of immense assistance where resources are limited.

6. Noosa Local Disaster Management Plan

As required by IGEM, the Noosa Local Disaster Management Plan (the Plan) 2015/16 was
assessed against the Emergency Management Assurance Framework. The Plan scored well
improving the overall average score on 2015/16 to 7 out of 10. Areas that were identified for further
improvement have been addressed in the current year’s operational branch plan (item 12 below).

Additionally, the Plan was reviewed and updates and improvements were made to the risk
management assessment and statistical data. The 2016/17 Plan was adopted by Council at its
Ordinary Meeting of 15 September and endorsed by the LDMG on the same day.
