EXECUTIVE SUMMARY
Not applicable.
RECOMMENDATION
That Council note the report by the Asset Planning Coordinator to the Services & Organisation
Committee Meeting dated 11 October 2016 and endorse changes to Council’s organisation
structure that includes an increase of two fulltime equivalent (2 FTE) two year fixed term positions
in the Asset Planning Team.
REPORT
The recent adoption of the asset management roadmap by Council has prompted the need to
consider increasing the level of resources to assist in the development of asset management
practices and initiatives. The increase in resources to assist with the implementation of the
roadmap will ensure that the backlog of activities and the proposed initiatives can be addressed
within a suitable timeframe, and ensure that the development of detailed asset management plans
can commence for major asset classes.
Since the adoption of the asset management roadmap at the Ordinary Meeting on 15 September
2016, the Asset Planning Coordinator has workshopped with the Leadership Team (LT) how
resources can be employed to assist with the implementation. As a result of this, it was agreed that
two additional technical positions be allocated to the asset planning team to assist with the key
functions of condition assessments of Councils infrastructure and capital planning improvement to
ensure the development of a robust 5 to 10 year future capital works programme. It was agreed
that the two positions be appointed for a 2 year fixed term, which will allow flexibility to determine
how asset management resources need to be applied at a future date once there are established
effective processes and systems.
The two proposed positions (Technical Officer Asset Planning and Technical Officer Capital
Planning) are technical by design and will provide increased support to the Asset Planning
Coordinator in the development of the detailed asset management plans. It is anticipated that these
will also align with Council’s long term financial management plan (via a robust capital renewal
program and inform asset maintenance expenditure forecasts).
The role of the Technical Officer Asset Planning will be to facilitate the asset condition data across
Council’s asset classes, supervise condition assessment contracts with suppliers and develop the
long term capital renewal and maintenance programs for individual asset classes utilising the
outputs from condition assessment programs.
