21.82   Chief       Power, as an administering authority, to:-                Section 339(1)
        Executive   a) approve a draft transitional environmental program as Environmental

                       the administering authority; or
                    b) refuse to approve a draft transitional environmental
                       program.
21.83   Chief       Power, as an administering authority, to impose on an Section 339(2)
        Executive   approval of a draft transitional environmental program:-      Environmental
        Officer     a) any conditions the authority must impose under a Protection Act 1994
                       regulatory requirement; and
                    b) any other conditions the administering authority considers
                       appropriate.
21.84   Chief       Power, as an administering authority, to give a person or Section 340
        Executive   public authority who submitted a draft transitional Environmental
        Officer     environmental program for approval written notice of the Protection Act 1994
                    decision.
21.85   Chief       Power, as an administering authority, to approve a draft Section 342
        Executive   transitional environmental program if there has been Environmental
        Officer     substantial compliance with public notice requirements.  Protection Act 1994
21.86   Chief       Power, as an administering authority, to consider and Section 344
        Executive   approve or refuse an application to amend a transitional Environmental

21.87   Chief       Power, as an administering authority, to cancel the approval Section 344E
        Executive   for a transition environmental program, give notice of the Environmental
