1 INTRODUCTION
This Site Based Stormwater Management Plan (SBSMP) has been prepared for the proposed
Townhouse Development at 99, 101 & 105 Eumundi Noosa Road, Noosaville.

This SBSMP has been prepared to investigate the effects the development will have on stormwater
quantity and quality.

The objective of this SBSMP is to ensure that there is no adverse impact by the development on
the environmental value of the receiving waters during the construction and operational phases
of the development. This SBSMP will also provide recommendations to ensure that the post-
development peak outflow conditions are not greater than the pre-development peak outflow
conditions.

In order to achieve this objective, this SBSMP:

    1. Describes the environmental setting of the development site and precinct;
    2. Describes the nature of the proposed development as it relates to stormwater quality;
    3. Calculates the peak flows for both pre and post-development conditions;
    4. Calculates the detention volume required to achieve the pre-development outflow in the
       post-development state; and
    5. Identifies potential sources of contaminants and describes the management techniques
designed to be employed on the site to achieve the water quality objectives.

The proposed development has been assessed against the following guidelines and planning
documents:

    1. State Planning Policy 2017 (SPP 2017);
    2. Urban Stormwater Quality Planning Guidelines 2010;
    3. The Queensland Urban Drainage Manual (QUDM); and
    4. The Noosa Council Planning Scheme.

                                                                                            Page 7

4.2 Existing Drainage Patterns
Data obtained from Noosa Council’s records and detailed site survey indicate that the site has
the following drainage patterns:

Roofwater Runoff
    1. The existing commercial building roofwater within Lot 1 on RP230931 appears to travel
underground and connect into the existing structure located within the driveway access of
Lot 61 on RP69404. Hence, the roofwater from the existing commercial building was
discharged to the Eumundi Noosa Road kerb and channel.
    2. A review of the street frontage of the site along Eumundi Noosa Road indicated that there
is no kerb outlet for Lot 1 on RP849431. Hence, it is assumed that roofwater from the
existing residential building is discharged to the ground or to the existing underground
stormwater infrastructure at the rear of the site via downpipes.

    3. The existing building roofwater within Lot 61 on RP69404 appears to travel underground
and connect into the existing structure located within the north eastern corner of the site.
Hence, the roofwater from the existing building was discharged to the 300mm dia. pipe
       within Lot 79 on SP138388.

Surface Runoff
    1. Surface runoff from the rear portion of Lot 1 on RP230931 generally sheet flows towards
the adjacent site on Lot 61 on RP69404, north and east of the site.
    2. Surface runoff from the front portion of Lot 1 on RP230931 generally sheet flows towards
the Eumundi Noosa Road kerb and channel.
    3. Surface runoff from Lot 1 on RP849431 generally sheet flows south east towards Lot 46 and
       62 on SP132578.

External Catchment
    1. There appears to be no external catchment entering the site.

4.3 Lawful Point of Discharge
If the proposed development maintains pre-development flow conditions, the lawful point of
discharge for the proposed development is the existing stormwater drainage infrastructure within
Lot 46 and 62 on SP132578, southeast of the site, the existing stormwater infrastructure within
Lot 79 on SP138388, northeast of the site, and the Eumundi Noosa Road kerb and channel.

In consideration of the site characteristics, surrounding topology and stormwater drainage
infrastructure, the aforementioned proposed lawful point of discharge is considered to be
compliant with the criteria for lawful point of discharge outlined in Section 3.9.1. of QUDM 2017
as per below:
    i) The location of the proposed discharge point is under the lawful control of the local
government or other statutory authority from whom permission to discharge has been
       received.

ii) The post development discharge will not cause an actionable nuisance, nor environmental
or property damage, as it is intended to implement measures to account for any change to
        the existing flow characteristics.

iii) Authority to discharge over affected properties will not be required as the proposed
development will discharge directly into the existing waterway and will be maintained as
         per existing drainage conditions.

The proposed development will result in an increase in impervious surface areas and will
consequently increase stormwater runoff peak flow rates in Catchments A and B.

Hence, it is proposed to utilise two on-site detention (OSD) systems to mitigate the stormwater
runoff of the proposed development prior to discharging to the existing stormwater infrastructure
within Lot 46 and 62 on SP132578, southeast of the site, and Lot 79 on SP138388, northeast of the
site.

Catchment C will result in a decrease in stormwater runoff peak flow rates. Therefore, no
detention is required to mitigate Catchment C. However, a rainwater reuse tank has been
proposed which will provide some mitigation.

Refer to Section 5.3 for the XPSTORM Modelling analysis of the site, Appendix E for the Stormwater
Quantity Calculations, Appendix F for the Concept Site Levels and Drainage Plan and Section 6 for
the Stormwater Quality Management Plan.

5.2 Proposed Drainage Patterns
The proposed drainage patterns are as follows (Refer to Appendix F):

Roof Catchment:
    1. Runoff from the roof catchment of Building 1 will flow via downpipes to a rainwater tank
located at the northwest corner of the site for rainwater reuse with overflow discharging
to the Lawful Point of Discharge within the Eumundi Noosa Road kerb and channel.
    2. Runoff from the roof catchment of Buildings 5-8 will flow via downpipes an internal
drainage system, where it will be directed to the detention basin located at the southeast
corner of the site prior to discharge to the Lawful Point of Discharge within Lot 46 and 62
       on SP132578.
    3. Runoff from the roof catchment of Buildings 2-4 will flow via downpipes an internal
drainage system, where it will be directed to the detention basin located at the northeast
corner of the site prior to discharge to the Lawful Point of Discharge within Lot 79 on
       SP138388.

                                                                                                  Page 11

Ground Catchment:
    1. Surface runoff from the ground level hardstand and landscaping areas of the southern
catchment will be collected by various stormwater pits connected to the internal drainage
network, where it will be directed to the detention basin located at the southeast corner
of the site prior to discharge to the Lawful Point of Discharge within Lot 46 and 62 on
       SP132578.

    2. Surface runoff from the ground level hardstand and landscaping areas of the northern
catchment will be collected by various stormwater pits connected to the internal drainage
network, where it will be directed to the detention basin located at the northeast corner
of the site prior to discharge to the Lawful Point of Discharge within Lot 79 on SP138388.

Refer to Appendix F for the Concept Site Levels and Drainage Plan.

5.3 Downstream Pipe Infrastructure Considerations
The existing 225 to 450mm diameter stormwater line traversing the rear of Lots 45, 46 and 62 on
SP132578 and Lots 42-44 on SP144002 and the existing 300mm diameter stormwater line within
the driveway of Lot 79 on SP138388 have been modelled within PC DRAINS to determine their
capacity to take post-development mitigated flows from the development. The subsequent
longitudinal sections and calculations table have been exported from PC DRANS and outlined
within the drainage plans attached in Appendix F.

It was determined from the results of PC DRAINS modelling that the downstream stormwater
drainage infrastructure has capacity to convey up to 67L/s from southern catchment and 120L/s
from the northern catchment of the proposed development. Subsequent XPSTORM detention
modelling has taken this capacity into account.

5.4 XPSTORM Modelling
5.4.1 Intensity Frequency Distribution
The IFD data and temporal patterns used for the XPSTORM modelling has been obtained from the
Bureau of Meteorology for the following coordinates:
     Latitude -26.406
     Longitude 153.050

Refer to Appendix G for a copy of the BOM IFD data table.

5.4.2 Initial and Continuing Losses
Initial and continuing losses were approximated based on the storm losses obtained from ARR Data
Hub for the aforementioned coordinates. Refer to Table 5-4 below for the adopted initial and
continuing losses.
Table 5-4 – Adopted Initial and Continuing Losses

5.4.3 On-site Detention
In order for the post-development stormwater discharge conditions to match the pre-development
conditions, it is proposed to incorporate an open detention basin with a maximum storage volume
of 200kL for the southern catchment and an open detention basin with a maximum storage volume
of 160kL for the northern catchment. The detention basins are to be located above ground within
the southeast corner of the site and the northeast corner of the site, respectively.

The proposed OSD basin for the southern catchment will have the following properties:

       Specified base area = 170m2;

       Specified internal depth = 1.15m;

       Low flow orifice diameter = 0.15m;

       Overflow weir pit elevation from base of tank = 0.85m;

     Required basin volume = 179kL; and

     Provided basin volume = 200kL.

The proposed OSD basin for the northern catchment will have the following properties:

       Specified base area = 160m2;

       Specified internal depth = 1.00m;

       Low flow orifice diameter = 0.22m;

       Overflow weir pit elevation from base of tank = 0.70m;

     Required basin volume = 136kL; and

     Provided basin volume = 160kL.

The detention basin will be designed to contain all flows up to a Q100 storm event and mitigated to
the capacity of the existing stormwater infrastructure at a Q20 storm event.

Refer to Appendix F for the Concept Site Levels and Drainage Plan which details the proposed on-
site detention system.

5.4.4 Comparison of Peak Flows at Lawful Point of Discharge
The pre-development and post-development mitigated peak mean/median flow rates were
compared for the catchment and are shown in Table 5-5 below.

The XPSTORM hydraulic modelling has demonstrated that the proposed mitigation implemented will
maintain pre-development flows (or less) for all design storms at the LPDs located within Lot 46
and 62 on SP132578, southeast of the site, and Lot 79 on SP138388, northeast of the site. The
modelling has also demonstrated that post-development mitigated flows up to Q20 can be conveyed
through the 225 to 450mm diameter stormwater line traversing the rear of Lots 45, 46 and 62 on
SP132578 and Lots 42-44 on SP144002 and the existing 300mm diameter stormwater line within the
driveway of Lot 79 on SP138388.

Refer to Appendix H for the pre-development XPSTORM results, Appendix I for the post-
development XPSTORM results and Appendix J for the XPSTORM post-development mitigated
results.

5.4.5 Sensitivity Analysis for 1% AEP Storm Event at end of Planning Period 2100
A sensitivity analysis has been undertaken to determine the impact from a 1% AEP storm event at
end of planning period 2100 takes into account a 20% increase in rainfall intensity for climate
change. As part of the sensitivity analysis, post-development mitigated peak mean/median flow
rates were calculated in XPSTORM as a result of incorporating the 20% increase in rainfall intensity
for the catchment and are shown in Table 5-6 below for a 1% AEP storm event.

Table 5-6 – 2100 Post Development Mitigated Peak Flows

   1 0.142 0.201 0.037

The XPSTORM hydraulic modelling shows that the water level exceeds the emergency weir level in
the southern basin by approximately 36mm. However, as can be seen when comparing flows
between Table 5-5 and Table 5-6, pre-development flows are still maintained for Catchment A.
There is also a 300mm wide gap between the boundary and the basin wall where emergency
overflow will fall onto natural ground level prior to sheet flowing across the boundary. Therefore,
pre-development drainage conditions are not expected to be worsened for the downstream
properties within Lot 46 and 62 on SP132578, southeast of the site.

                                                                                 20169 - SBSMP/4
                                                                                          Page 14

The XPSTORM hydraulic modelling shows that the water level does not exceed the emergency weir
level in the northern basin and a freeboard of approximately 33mm is maintained. As can be seen
when comparing flows between Table 5-5 and Table 5-6, pre-development flows are still maintained
for Catchment B. There is also a 300mm wide gap between the boundary and the basin wall where
emergency overflow will fall onto natural ground level prior to sheet flowing across the boundary.
Therefore, pre-development drainage conditions are not expected to be worsened for the
downstream properties within Lot 79 and Lot 80 on SP138388, northeast of the site.

Furthermore, the downstream pipe capacity analysis for each legal point of discharge has taken
into account a tailwater condition of 150mm below surface at the stormwater gully pits located
within the road reserves, which is considered a conservative measure.

Therefore, XPSTORM hydraulic modelling has demonstrated that the proposed mitigation
implemented will still maintain pre-development flows (or less) for the 1% AEP storm event at end
of planning period 2100 at the aforementioned LPDs.

The development has been assessed against the latest State Planning Policy 2017 (SPP 2017). The
proposed development will entail the material change of use for urban purposes, which will involve
a land area greater than 2,500m2. Consequently, State Planning Policy 2017 (SPP 2017) is triggered.

Hence, tertiary stormwater quality treatment is warranted for this development in accordance
with the State Planning Policy 2017 (SPP 2017).

6.2 Construction Phase
Sediment generated during the construction phase shall be dealt with in accordance with an
Erosion and Sediment Control Plan and kept on site during the construction phase.

Erosion and Sediment Control (ESC) Measures such as silt fences, diversion drains, drainage
structure protection and dust control (clearing) will be implemented. Silt fences are to be erected
along the boundary of the site and around the construction area. These fences are to be cleaned
by the contractor when the capacity is reduced by 25%. Where possible, disturbance to the existing
surface is to be limited to the immediate work area. The existing ground cover is not to be stripped
until the contractor is ready for earthworks to begin.

Stockpiles and construction materials are not permitted to be stored within the road reserve and
should be contained using silt fences. Diversion drains are to be provided at upstream catchments
to reduce flows to earthworks areas. In any areas where flows could enter adjacent properties
temporary stabilisation is to be provided.

All ESC measures are to be provided as soon as earthworks have commenced and staged to suit
construction. The contractor is responsible for this action. A temporary construction exit is to be
located at each entry point to the site and will be determined based on the stage of works being
completed. The contractor is to ensure all dust tracked onto surrounding roads is immediately swept
to remove silt/dust.

All new stormwater pits are to be protected from sediment infiltration by wrapping new pits and
grates in geofabric or covering appropriately with timber board. Silt fences are to remain in place
during the maintenance period until the site is established (80% ground cover).

6.3 Operational Phase
The proposed development has been assessed against the latest State Planning Policy 2017 (SPP
2017). The proposed development will entail the material change of use for urban purposes, which
will involve a land area greater than 2,500m2. Consequently, State Planning Policy 2017 (SPP 2017)
is triggered and stormwater quality treatment is will be required for this development.

Water quality objectives (WQO’s) for South East Queensland as set out in State Planning Policy 2017
(SPP 2017) should be achieved by identifying and adopting best practise techniques in accordance
with the abovementioned guidelines. Refer to Table 6.3 for the target WQO’s.

6.3.2 Proposed Treatment Train
The proposed treatment train has been modelled using the following methodology:

    1. Roofwater from Building 1 will be collected by a 15kL rainwater reuse tank with overflow to
the Eumundi Noosa Road kerb and channel. The rainwater tank will be utilised for landscape
irrigation only, servicing all common landscape areas and the private courtyards of Block 5.

    2. Roofwater from the rest of the proposed development will be collected by the internal
drainage network which will subsequently direct flow to the end-of-line bio-retention basins
       for treatment.

    3. Surface runoff from the hardstand areas and landscaping areas will be collected by various
pits. The internal drainage networks will subsequently direct flow to the end-of-line bio-
       retention basins for treatment.

All runoff described above will then discharge to the lawful points of discharge. A Concept Site
Levels and Drainage Plan of the proposed internal drainage network detailing the treatment train
assets is included in Appendix F. Refer to Table 6.5 for details of the proposed treatment train
assets.

Guidelines.

6.3.3 Pollutant Export Modelling
Following the definition of water quality objectives for the site and an assessment of the treatment
options suitable for the development, the most appropriate treatment scheme for the site was
identified. The impact of the stormwater management strategy on the quality of stormwater runoff
discharged from the site has been assessed using the pollutant export model, Model for Urban
Stormwater Improvement Conceptualisation (MUSIC).

8 CONCLUSION
The proposed Townhouse Development at 99, 101 & 105 Eumundi Noosa Road, Noosaville has been
assessed for its impact on the quantity and quality of stormwater drainage.

If the proposed development maintains pre-development drainage patterns, the lawful points of
discharge are the stormwater drainage infrastructure within Lot 46 and 62 on SP132578, southeast
of the site, the existing stormwater infrastructure within Lot 79 on SP138388, northeast of the
site, and the Eumundi Noosa Road kerb and channel, west of the site.

No external catchments have been identified.

Onsite detention will be provided in the form of two detention basins to attenuate post
development peak flow rates and ensure non-worsening of flooding to properties and infrastructure
adjacent to, and downstream of the subject site. The detention basins will be designed to contain
all flows up to a Q100 storm event. The volume and configuration of the on-site detention system
will be confirmed during detailed design stage.

Sediment generated during the construction phase shall be dealt with in accordance with an
Erosion and Sediment Control Plan to be kept on site during the construction phase.

The proposed development triggers the State Planning Policy 2017 (SPP 2017). The water quality
objectives (WQO’s) for South East Queensland have therefore been achieved by treating the roof
and surface stormwater runoff via two bio-retention basins and a rainwater tank for rainwater
reuse, prior to discharging to the Lawful Points of Discharge.

The subject site is not affected by flooding.
