Att 5. BAL Report - 555 Louis Bazzo Dr
1.0 Introduction This report has been commissioned by Mr Tim Olah, in planning for the proposed construction of a Class 1 building on Lot 2 on RP806872 (the “Subject Lot”). Noosa Council (NC) bushfire hazard overlay mapping classifies part of the Subject Lots as “bushfire prone area” (BPA) as a consequence of falling within areas of “High” and “Medium” potential fire line intensity. The hazard mapping is based on State Planning Policy– Natural Hazards, Risk & Resilience - Bushfire (October 2019) accompanied by the Bushfire Resilient Communities Technical Reference Guide (BRC)(October 2019). The designation by Council of land being “bushfire prone” invokes the Building Code of Australia (BCA), requiring compliance with its bushfire related functional performance objectives and with AS3959-2018 Construction of buildings in bushfire prone areas providing “Deemed to Satisfy” construction solutions. This assessment compares the potential exposure of three building sites on the Subject Lot. Sites 1 and 2 are for sheds, whose construction does not have to comply with AS3959. Site 3 is for the proposed Class 1 building for which construction must comply with this Standard. The scope of this requested assessment relates solely to BAL determination for construction, and not to all the other considerations which would make up a comprehensive Bushfire Management Plan. This assessment serves to determine the Bushfire Attack Level (BAL) requirement for the proposed building under AS3959-2018. 2.0 Site and Development Description 2.1 Property Description Site ID: Lot 2 on RP806872 Current address of property: 555 Louis Bazzo Drive, Pomona, QLD 4568. Local Government Area: Noosa Shire Council. Total Area: 36.67ha (approx) Zoning: Rural 2.2 Proposed Development The proposed development intends to construct sheds at Site 1 and 2, and a Class I building at Site 3, in close proximity to unmanaged forest vegetation on a downslope. This assessment serves to establish the relevant construction level under AS3959-2018 in conjunction with minimum prescribed setbacks.
