2 Should a difference between the two bushfire hazard levels be found when
comparing the two methodologies, the response to the code is to be
undertaken using the higher bushfire hazard levels within and around the
subject site.
The Fireline Intensity Calculator methodology for determining hazard indicates a High
hazard with a fire line intensity of 22,320kW/m and 27,453kW/m respectively to the east and
north. This places the hazard level just above the medium category.
The Noosa Shire Council Bushfire Planning Scheme Policy Assessment Methodology
determines a Medium Hazard (refer to section 5.8 of the previously submitted bushfire
report). Using the State – CSIRO Fireline Intensity methodology a 100m potential impact
buffer is assigned to the edge of the hazard area. This results in all of the site being included
within the high hazard area.
The assessment report submitted to Council in support of the development application
contains various mitigation measures based on expected bushfire behaviour rather than a
hazard classification label per se.
These mitigation measures remain appropriate despite the changing of the hazard
classification label using the alternative assessment methodology.
We have also undertaken an alternative bushfire intensity calculation method for comparison
purposes including a radiant heat flux profile using the Leicester Model. The model shows a
similar result to the SPP intensity calculator and also verifies the construction standards
proposed in the submitted bushfire report.
