EXECUTIVE SUMMARY
In November 2022, the Council resolved to approve Contract No. RP00073 Register of Pre-Qualified
Suppliers (ROPS) for Provision of Parks and Landscaping Services for a total of five terms of twelve
(12) months each, total of five (5) years ending 30 November 2027. The ROPS consisted of sixteen
(16) suppliers across the following categories:
      1. Landscape Construction and Maintenance Services
      2. Irrigation and Watering
      3. Turf and Turf Care Services
      4. Minor Mowing and Slashing Services
      5. Landscape Management and Supervision Services
In this instance it has been determined prudent to seek a further refresh of this ROPS by inviting
new suppliers to be added to the ROPS to give Council more contractor resources to perform the
services. Suppliers who have already been selected as a pre-qualified supplier under the ROPS
need not to submit a tender in response to this invitation unless the supplier wished to change some
aspect of their offering.

Strategic Procurement Plan and Probity Plan was developed.

In accordance with Council Procurement Policy and procedure, an Invitation to Tender (ITT) was
initiated and attracted twenty-two (22) responses. Whilst Council encouraged all capable suppliers
to tender, Council intends to utilise this ROPS to encourage the development of competitive local
business and industry. This may result in Council giving preference to local suppliers over non-local
suppliers when engaging suppliers from the ROPS.

This ROPS is a register of suppliers that are pre-qualified and capable of responding to the Council’s
requirements in a timely manner; and where the Council can either:
      1. directly engage a supplier from the ROPS on an as required basis utilising the rates provided
within the Schedule of Pricing or on other rates as agreed; or
      2. request quote(s) from one or more suppliers on the ROPS on an as required basis for fixed
term services utilising the rates provided within the Schedule of Pricing or on other rates or
         lump sum price as agreed.
Inclusion onto this ROPS does not provide a guarantee of work during the term of this Contract. The
tender evaluation panel completed the evaluation process and considered 16 new suppliers listed to
be added to the existing list of suppliers. With the addition of these refreshed new suppliers, the
ROPS will now consist of a total 31 suppliers.
