5.2.2       State Planning Policy Assessment
The single State Planning Policy (SPP) was released by the State Government in December 2013 and
amended in July 2017. This policy details a range of State-interest requirements for planning scheme
preparation and interim development assessment provisions.

As the Noosa Plan remains an IPA-based planning scheme assessment against the SPP assessment
benchmarks are required. Policy statements (4) and (5) of the SPP remain relevant to the proposed
development. These include that development:

     •    avoids natural hazard areas or mitigates the risks of the natural hazard to an acceptable or
          tolerable level;

     •    does not unduly burden disaster management response or recovery capacity and
          capabilities;

     •    avoids risks to public safety and the environment from the location of the storage of
          hazardous materials and the release of these materials as a result of a natural hazard; and

     •    maintains or enhances the protective function of landforms and vegetation that can
          mitigate risks associated with the natural hazard.

The SPP objectives outlined above are satisfied based upon the following:

     •    Whilst the approved development seeks to largely remove the hazard source located on-
          site, it is acknowledged that vegetation on adjoining land will remain. The proposed
          amended design of the development responds to this, orientating building areas away from
          such locations as per previous bushfire hazard assessments conducted for the site;
