1.2      Approved Development

Noosa Council (formerly Sunshine Coast Council) issued a Development Permit for a Material Change of
                                   th
Use and for Configuring a Lot on 13 January 2012 (App. No. 132008.1128). The approved development
comprises the following:
 Multiple housing – Type 3 Retirement and Special Needs (109 x 2 bedroom units);
 Commercial Business – Type 2 Medical; and
 Wellbeing – Type 1 Health (118 beds).

The approved development also included the cancelling of Lot 1 & 9 on SP177650. The plan outlining the lot
reconfiguration (lot cancelling) included a 10m wide buffer zone along the entire southern boundary of Lot 9,
and a 10m + 20m wide buffer zone along the western boundary of Lot 9. There are no other buffer zones or
Asset Protection Zones identified on the approved plans listed on page 17 of the Decision Notice.

Several Permit Conditions detailed in the Decision Notice directly related to bushfire hazard management.

Condition 21 and 22 require the Bushfire Management Plan submitted with the DA to be amended and
updated to the satisfaction of the Queensland Fire and Emergency Services (QFES); including the
preparation of a bushfire evacuation plan. In addition to the recommendations contained in the original BMP,
the updated BMP is to provide (but not limited to) the following:
 Building setbacks (Asset Protection Zones);
 Bushfire Attack Levels (BALs) to determine level of construction under AS3959-2009;
 Emergency evacuation procedures; and
 Landscaping strategy to include local native species.

1.2.1    Recommendations of Bushfire Protection Assessment – Land Graphics 2009
 Fire Breaks – 12m – 15m fire break;
 Fire Trails - along western and southern side of the proposed development;
 Water supplies – connection to reticulated water supplies;
 Gas and electricity supplies – installed and maintained in accordance with AS1596;
 Building Construction Standards – AS3959-1999 Level 1 for buildings within 50m of the vegetation and
  Level 2 for buildings directly adjoining the vegetation on the southern and western boundaries;
 Street numbering – easily identifiable;
 Internal roads – capable for use by urban 2 wheel drive vehicle;
 First Aid Fire Fighting – provide hose reels on all buildings on western and southern side of perimeter
  road;
 Evacuation Plan – develop an evacuation plan (reference to NSW RFS bushfire evacuation plan
  guideline);
 Landscaping – consider requirements of asset protection zones; and
 Maintenance – all bushfire mitigation measures to be suitably maintained.
