1. Introduction
1.1 Scope
This Stormwater Management Plan (SWMP) has been prepared to support a development
application for Material Change of Use for a proposed commercial development at 11-19
Hilton Terrace Tewantin. A proposal plan is provided as Appendix A.
This SWMP has been written to address stormwater quantity and quality generally in
accordance with Noosa Plan requirements and the Queensland Urban Drainage Manual
(QUDM, 2013).
1.2 Site Description
The existing site is almost completely impervious, comprising a number of buildings and
hardstand areas. Figure 1.1 shows existing site conditions and surface coverage.
The site is low-lying, having surface elevations generally between 1.0m and 2.0mAHD. As
such, the site will need to be filled in order to achieve adequate flood immunity and will
therefore be raised above the existing verge level.
A small stormwater catchment associated with Ernest Street flows into the site via an
existing pipe on the Eastern Site Boundary and is shown in the site survey provided in
Appendix B. This external catchment will need to be accommodated in the stormwater
design for the site.
Figure 1.1 – Existing Site Conditions
SWMP – 11-19 Hilton Tce Tewantin 3
Page 5
2. Stormwater Quality
A conceptual site drainage design has been prepared and is shown in Figure 2.1. The
detailed design will be completed with a future OPW application, with this conceptual design
is intended to show how the site could be drained and integrated with stormwater quality
treatment devices. The key aspects of this drainage design are:
External piped drainage from Ernest Street is incorporated/collected in the
underground site drainage system and connects to the trunk drainage in Hilton
Terrace
The site is divided into 2 catchments – with Catchment A drainage to the West and
Catchment B to the East
Bioretention devices are provided for each of the 2 site catchments and are located
in areas of landscaping
Parking and driveway areas are delivered to the bioretention devices as surface
flows (i.e. not in pipe) through grading of the parking surface and use of up-stand
kerb. This has allowed the bioretention basins to be setdown a minimal distance
below the level of the parking modules so the marcophyte plantings will be clearly
visible from both the street and the car park and thereby enhance the amenity of the
development
Roof areas are delivered to bioretention devices though a piped roofwater system
which may discharge to the devices via a surcharge pit (subject to detailed design)
Minor areas of the site (driveway ramp and external landscape batters) are not able
to drain back to the bioretention devices (as they are lower than these devices).
These areas have been accounted for in the modelling and it is proposed that some
sediment and gross pollutant removal is provided for these areas by including a litter
basket within the existing side entry pit in Hilton Terrace.

In order to gauge the effectiveness of the stormwater quality treatment train and confirm
sizing of the bioretention devices, a MUSIC V6 model was developed. The external
catchment in Ernest Street was excluded from the model and calculations as this area is not
being modified by the development and will not contribute flow to the proposed treatment
systems.
The MUSIC model was developed using the split-catchment approach document by Water
by Design (2010) in the MUSIC Modelling Guidelines for South-East Queensland using a 10-
year rainfall period for Noosa Shire based on a 6 minute time step. All source node
parameters are consistent with the above guidelines. The MUSIC model layout is shown in
Figure 2.2 and a summary of the source node properties for each of the site catchments is
provided in Table 2.1.
Figure 2.2 – MUSIC Model Layout
The sizing of the treatment train components were adjusted in MUSIC until a solution which
complies with the pollutant load reduction targets specified in the Noosa Shire Council
Planning Scheme was achieved. The resulting pollutant loads are specified in Table 2.2 and
resulting concept design parameters of the treatment train components are provided in Table
2.3.

3. Stormwater Quantity and Drainage
The proposed development will result in a slight reduction in the overall level of
imperviousness of the site so overall stormwater runoff volumes and flowrate will not be
increased and stormwater detention is therefore not required in order to ensure ‘non -
worsening’.
In terms of drainage, the key issue to ensure no impacts from the development is to include
allowance from the existing external catchment from Ernest Street to continue to drain
through the site. This has been addressed in the SWMP presented in Figure 2.1.
SWMP – 11-19 Hilton Tce Tewantin 8
Page 10
4. Conclusion
The proposal has demonstrated that it can adequately achieve the stormwater quality and
quantity requirements of the Planning Scheme. This is achieved primarily through provision
of ‘at source’ bioretention devices for each of the site catchments.
The preliminary drainage design for the site delivers runoff to these devices at surface and
thorough this has allowed the devices to have minimal set down from the carpark levels.
This will allow the devices to visually integrate with the other landscaping and enhance the
amenity of the proposal.
The concepts documented in this report will be further refined at the detailed design stage
when a OPW application is lodged.
