Town Planning Report - Noosa Professional and Medical Centre
Attached to the e-mail 132007.12.06 Application to Change Development Approval.
Despite, the Education use having a total use area on site of 2,723m², Table 2 above
demonstrates that a significant portion of this use is for administration purposes. The
remaining 1,352m² of use area is for teaching purposes. Further, given the nature of
the courses offered at the UCQ, some of the teaching areas are more specialized and
don’t cater for a high number of students at any one time. This includes the specialized
nursing unit, which essentially replicates a hospital ward in part and therefore is a more
use area intensive component of the Education use.
Having regard to the overall use areas, it is suggested that the other areas of the
Education component are more akin to an Office use, with part of this use being for the
library and other resources. Consequently, the use area that is attributable to the
Educational use component in terms of student contact is about 1,400m².
It is accepted that an important part of the approval relates to the provision of car
parking. Under the approval the car parking generated by the Education use was
derived from use area and not by the number of students and staff attending the UCQ.
Therefore, the breakdown of the above use areas is considered important with respect
to car park generation and is discussed further below.
4.5.1 Noosa Plan 2006
Under the Noosa Plan 2006 (planning scheme), the subject land is included in the
Community Services Zone. Pursuant to Table 11.8, Part 11 of the Noosaville Locality
Plan, Commercial business Types 2 and 3, are consistent uses where located on
(formerly) Lot 1 on RP900855 on the corner of Goodchap Street and Eumundi-Noosa
Road (the Subject Site). Further, Education Type 3 and Retail Business Type 1 Local are
also consistent uses, but Retail Business Type 2 – Shop and Salon and Entertainment
and Dining uses are not consistent. However, it is noted that under Table 11.22, O170,
all Commercial business uses are consistent uses on the subject land, including
Commercial business Type 1 – Office.
Given the uses are already approved on the land, the mix of the uses is only relevant
with respect to the provision of car parking. It is accepted that there should be a limit
on the scale of the Shop and Dining uses on the land. However, it is suggested that
there is some flexibility to vary the scale of the other uses provided there a no
additional traffic or parking impacts caused.
4.5.2 Summary
The applicant is keen to provide more flexibility within the approval, but this is primarily
with respect to the Office use. It is accepted that there should be a maximum limit
placed on the student contact use areas given the demand for parking.
Consequently, having regard to the comments provided below about car parking and
the comments provided above, it is requested that this condition be amended as
follows:
