Street Setbacks
The setback to David Low Way is 1.8m to the atrium walkway awning, which is less than the
required 6m required for the Semi Attached Housing zone. The awning and parapets are the
most visible parts of the building within the front setback and have been finished using a mix of
materials, which vary in their finished height and planes. The atrium link is generally open to
natural light, with vertical planting and soft landscaping throughout.
This relatively high standard finish assists in highlighting the development’s connection with the
village, while also setting back the main building bulk of the tenancies from the David Low Way
frontage (4.6m). The development meets the relevant outcomes of The Noosa Plan pertaining to
setbacks.
Landscaping Frontage
The Noosa Plan seeks for suitable landscaping in front of the development to lessen the impact
of the building’s bulk. The applicant has provided an average 2m of landscaping to the majority of
the site’s frontage, excluding the portion of the site adjacent to the transformer, bus stop and
atrium link. However in some locations, the landscaping is provided at the carpark level which is
below a 4m high retaining wall.
So as to achieve a more meaningful landscape setback and ensure an appropriate landscaping
treatment to David Low Way, conditions may be imposed for a minimum landscaped width at
road level, and for the landscaping frontage to be extended up to the proposed bus stop. This will
require the relocation of the transformer from the frontage of the site.
