EXECUTIVE SUMMARY
The purpose of this report is to provide a summary of submissions received as a result of
preliminary consultation on proposed amendments to the Noosa Plan. The consultation sought
community input on areas for improvement to the Noosa Plan and requested comment on eight
consultation papers.
RECOMMENDATION
That Council note the report by Strategic Planner, Strategic Land Use Planning to the Planning
and Organisation Committee dated 20 May 2014, and respond to persons who made
submissions to the preliminary consultation on the proposed scheme amendments advising them
of the process going forward.
REPORT
1 Purpose and Background
This report provides a summary of issues raised by submitters and makes comment on how
these could be dealt with through the amendment process. The report does not seek to cover all
matters raised by submitters rather it highlights common themes and issues. Issues have been
summarised around eight planning themes corresponding to the consultation papers ie:
business, housing choice, rural areas, technical issues, vegetation protection, flood hazard,
strategic outcomes, and community, recreation and open space. Locality specific issues are also
noted.
This report should be read in conjunction with the consultation papers which were discussed and
distributed at a Councillor Workshop on 18 April 2014 and are available for viewing on Council’s
website.
Consultation commenced on 7 April 2014 for a period of four weeks, finishing on 5 May 2014. A
public notice was placed in local newspaper, Noosa Today and two media releases were
distributed during this time. The consultation papers were made available electronically on
Council’s website and in hard copy at Council’s planning counter. Meetings were also held with
individuals by request. Letters were sent to local consultants and to persons who made Noosa-
relevant submissions to the draft Sunshine Coast Planning Scheme in 2012.
A total of 78 submissions were received from consultants, community organisations, business
owners and private individuals.
