PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 20 MAY 2014

2 Business

Shire Business Centre
There was good support for continuing firm limits on additional retail uses and the need to
strengthen provisions to encourage business and educational activities. Submitters also agreed
there was need for a detailed review of where hardware, showrooms and trade-related
showrooms are located and how they are defined.

In contrast the owners, QIC, submitted that the planning provisions are so ‘fine grained’ the
overarching planning intent is compromised by the level of detail and regulation. They called for
increased flexibility to ensure precincts can be viably developed and requested that the precinct
map be removed to allow this flexibility. They also suggested that the levels of assessment and
consistent uses need review to accommodate an alternative distribution of uses. They highlighted
a desire for sufficient (more) retail floor space to provide a catalyst for other business
development, as well as a review of building heights (increased) to provide for more flexible
building forms and mixed use development. They submit that Precinct OS7 divides the land and
could be better utilised and protected in a manner that integrates with the built form and
landscape elements of the development.

Car parking
There was support for the need to review car parking requirements and rates in existing centres
and to allow for car parking dispensations for changes of use where floor space remains the
same or where it can be demonstrated that there is good access to alternative forms of transport.
Submitters supported the idea of allowing for the establishment of infrastructure agreements
between Council and the developer where car parking cannot be provided on site and where
there is an overriding community benefit to support the development. In this way car parking
contributions could be collected in lieu of actual car parking for the purposes of improvements to
the public transport network or other transport related infrastructure.

Car parking requirements were recognised as a constraint to development in Noosa Junction,
Peregian, Noosaville and Tewantin. One suggested that removing the car parking requirements
for small shop-top units in Noosa Junction or allowing for contributions in lieu would be beneficial.

Advertising devices
There was support for provisions in the advertising devices code to be reviewed, as proposed in
the consultation paper, including the criteria for self-assessment and the criteria for maximum
sign face area based on the overall size of the building, rather than a one size fits all approach.
Submitters suggested the need for more emphasis on enforcement of advertising signage.

Noosa Junction key development sites
There was seen to be need for more appropriate (increased) land use, density and built form
provisions for key sites (Noosa Fair, Bowls Club, Bottlebrush Carpark and Grant Street Carpark).
It was suggested that recommendations should ensure redevelopment is consistent with overall
scale, form and use mix within the Junction. It was suggested that roof awnings should be
allowed to overhang Council footpath reserve along Sunshine Beach Road and outdoor dining
areas allowed to extend into this area (without additional car parking requirements).

Extractive resource areas
One submitter made detailed comments on the separation (buffer) area surrounding the Kin Kin
Quarry on the basis that it causes unnecessary detriment to property owners and offers no
protection in a planning or environmental sense beyond what the natural features provide in
separating the quarry from properties in Murrays Road, Kin Kin.

Submitters commented that the extent of the key resource area in Kin Kin should be reduced in
size along with the separation area due to the decrease caused to land values.
