PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 20 MAY 2014
tourism facilities should remain impact assessable of a certain scale and intensity to avoid
planning conflicts.
5 Vegetation Protection
A number of concerns and suggestions were raised with regards to vegetation and biodiversity
protection including:
Update zoning map to reflect tenure and ownership changes for conservation.
Give additional recognition to riparian areas and their restoration to encourage improved
heath of the waterways.
Allow to clear greater distances around buildings to reduce fuel for fire and to prevent storm
damage to buildings (at least the distance of the tallest trees surrounding).
Update landscaping code to address specific planting and design requirements detailed in
submission.
Ensure tree clearing requirements are fair for rural landholders to enable rural activities and
building of infrastructure and buildings.
Offsets to be made available to compensate for vegetation clearing.
Encourage farmers to plant offsets in partnership with Landcare as buffer zones eg. 50m
width to alleviate conflicts regarding spray/visual amenity/waterway impacts etc.
Maintain vegetation clearing regulations at the local level particularly given recent state
government changes to the Vegetation Management Act.
Vegetation protection in Noosa is one of the important elements making Noosa a special
place.
6 Flood Hazard
A number of concerns and suggestions were raised with regards to flood hazard management
including:
More attention needed to connectivity between footpath and the ‘podium’ level of new
ground floors that are raised to overcome flood threats. In this regard encourage well
designed pedestrian flows, with equitable access for abled and disabled people.
Planning scheme provisions need to recognise climate change and these provisions need
to form part of a broader program to raise community awareness of predicted changes to
climate.
Update flood maps including removal of large urban areas that have been filled since 2004
and are thus relieved of flood risk.
Object to land subject to the flood overlay being treated as a ‘one size fits all’. Risks
upstream are different to those at the river mouth, thus Council needs to find a better way
of depicting degrees of flood risk on the mapping.
Any increases in the minimum habitable floor height should also come with an increase in
the building height limit to 10m for all allotments below the 2.5m AHD to provide for better
design options for car accommodation and two habitable floors above.
7 Community, Recreation and Open Space
Noosa trails
There was support for further opportunities associated with Noosa Trail Network.
Heritage design
There was support for new buildings in character areas and on heritage sites being required to
address codes. It was suggested that provisions should be written such that the code does not
stifle innovation and contemporary design or seek to replicate existing buildings, but instead
should complement, support and enhance existing heritage buildings.
