PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 20 MAY 2014

Parks and business uses on open space/community lands
Concern was raised over the infiltration of business and tourism activities into land zoned open
space and recreation at the expense of facilities and open space available for local residents. It
was suggested there needs to be stricter limits on the use of public open space, or the
community should be compensated for the loss by provision of more community open space
areas. Others specifically mentioned the need for more parks and the need to enhance usability
of existing parks (eg Pinaroo Park).

Overnight camping
It was suggested Council allow for a small number of small vans/campers/cars to park and camp
overnight at Noosa Spit for a fee to remove current issue of camping overnight in vehicles.

8 Strategic Outcomes

Submitters expressed the need for the Strategic Framework to be strengthened to reinforce key
planning outcomes being sought for the Shire. It was also suggested the scheme include an
urban growth management boundary and rural residential growth management boundary on
zoning maps.

Various submitters expressed broad strategic outcomes they felt should be outlined in the Noosa
Plan.

9. Technical and Miscellaneous Corrections

Scenic amenity and local character
It was suggested:
 The Noosa Plan should more specifically address scenic amenity, have regard to relevant
work carried out for the draft SCRC planning scheme, and have consideration of views
such as streetscape, rural, coastal beaches, and cultural scenes.
 Local character maps should be added to the planning scheme depicting local
characteristics of places eg active streets, character vegetation, entry points and significant
      views.

10. Locality Specific Issues

Noosa North Shore Locality
 Rural settlement zone setbacks – request reduction of side setbacks in rural settlement
zone on Noosa North Shore from 20m to 10m consistent with the low density urban
character of lots in the Frying Pan area.
 Site cover on Noosa North Shore - 500m2 restriction on site cover is discriminatory and
unnecessary. Should be the same as other rate payers.
 Planning scheme strategy map needs to show all rural settlement properties on the Noosa
    North Shore
 Code requirements need review including references to dense landscaping around
    buildings.
 Request removal of riparian buffer from 27 Maximillian Road, Noosa North Shore.

Kin Kin Village
 Concern recent developments detract from visual amenity and character and do not
conform to requirements of locality code. Additional wording should be added to code,
similar to Boreen Point, to protect visual amenity and control building bulk, height and roof
     pitch.
 Further wording required for corner lots to ensure buildings address both streets.
