EXECUTIVE SUMMARY
Not applicable.
RECOMMENDATION
That Council note the report by the Senior Property Officer, Property and Land Management to
the Planning and Organisational Committee dated 20 May 2014 and authorise the exercise of the
option to extend the Contract for a further one (1) year period commencing 1 September 2014,
as per conditions offered in Tender 327401.
REPORT
Noosa Shire Council operates three holiday parks which offer a wide variety of unique
experiences for visitors. All holiday parks operate under a management agreement with varying
terms to suite the scale of the operation.
Under the Noosa River Caravan Park Tender, the successful tenderer can be awarded a further
one (1) year extension. The current managers (Karen & John Dineen of Anvera Pty Ltd trading
as Dineen Tourism Management) have been operating the Noosa River Caravan Park since 1
September 2010.
The tender recommendation of June 2010 requires that Council assess satisfactory performance
four (4) months prior to the 30 August 2014 contract expiry. An offer and acceptance for the
option was issued at the existing remuneration structure. Additionally a Council recommendation
for the option is required three months prior to the expiry of the 30 August 2014 contract period.
With regards to the tender documentation and Anvera’s submission, in Council’s opinion, Anvera
have:
a) Discharged their obligations in relation to the current agreement;
b) Value added by providing additional benefits including areas of marketing, IT training, the
purchase of beautification items (i.e. plants) and maintenance to infrastructure in addition to
Council’s investment;
c) Requested the extension be considered and subsequently accepted Council’s offer subject to
Council Resolution.
Revenue for the site under Anvera has increased in excess of 20% since September 2010. The
table following indicates the increase in annual revenue.
