Planning Report
4. Technical Analysis The proposed development will involve works and other outcomes which require technical assessment. A number of technical reports have been prepared to accompany this development application and are summarised below. 4.1 Lot Layout The lot layout involves subdivision of the existing 3.9ha site into two lots being proposed Lot 1 (containing existing dwelling house, outbuildings and services) measuring 2.664ha and proposed Lot 2 measuring 1.224ha in area. The proposed shared boundary responds to the site physical features including internal driveways and predominantly adopts an existing fence line. Whilst irregular in shape, proposed Lot 2 responds to site features, supports maintenance of vegetation, and is sufficient in size to accommodate a future dwelling house and associated infrastructure, whilst maintaining the rural residential character of the area. Table 9.5.1.4 of the Planning Scheme proposes a minimum lot size of 1.5ha for land in the Rural Residential Zone. The proposal involves creation of two lots with one lot being 1.224ha in area, and an average lot size of 1.95ha. Notably the proposed lots are significantly larger than the size of nearby lots in the Rural Residential Zone, which are circa 4,000m2 in area. The assessment demonstrates that the proposed lots achieve the purpose of the Reconfiguring a Lot Code and Rural Residential Zone Code. Please refer to the submitted Plan of Reconfiguration for further details. 4.2 Bushfire Hazard Management Plan and Assessment As the site is subject to the Bushfire Hazard overlay, a Bushfire Hazard Assessment and Management Plan has been prepared by Therefor Group. This report confirms suitability of proposed Lot 2 for residential use and makes recommendations for future development on the site. 4.3 Ecological Assessment An Ecological Assessment has been prepared by Therefor Group, and this addresses State and local regulatory matters to the extent relevant to the proposed development. This includes: ▪ Mapping, research and survey of site ecological features ▪ Determination of regulatory matters ▪ Discussion and assessment, including code responses ▪ Summary and recommendations. The report confirms the proposed development does not present any unacceptable impact s on environmental and ecological values of the site. An assessment of the proposal has been undertaken in respect of the assessment benchmarks in Schedule 11 of the Planning regulation which demonstrates compliance. The report recommends support for the proposed reconfiguration. 4.4 Engineering and Infrastructure Assessment Please refer to the Civil Servicing Statement by TOD Consulting and the On-Site Effluent Report by ASI. Collectively these reports demonstrate the proposed development complies with applicable works codes and is able to be appropriately serviced or provide on-site solutions for water provision and on-site sewage management. Further details are provided in the respective reports and Section 2.1.3 of this report. 4.5 State Controlled Road McKinnon Drive is a State controlled road, and the existing site access is via an easement burdening 474 McKinnon Drive. As per Section 5.2.1 of this report, the development application triggers referral assessment against State Code 1. The proposed development has been assessed against State Code 1 and is considered to comply with the assessment requirements. www.thereforgroup.com.au Planning Report | 24-0565P 12 of 21
