2. Proposed Development
2.1 Proposal Overview
The Development Application has been made over 474 and 472 McKinnon Drive, Cooroibah (Lots 1 and 2 on SP199340). As
abovementioned, 474 McKinnon Drive (Lot 1 on SP199340) is included for the purpose of access and services via existing
Easement C on SP199340 to the proposed lots. The subdivision solely relates to 472 Mckinnon Drive (Lot 2 on SP199340). For the
purposes of this report, 472 Mckinnon Drive is hereafter referred to as the site.

The site contains an existing dwelling house and outbuildings. It is owned by Sunshine Butterflies and is utilised for the purposes
of a dwelling house. Sunshine Butterflies is also the owner of adjacent premises at 468 Mckinnon Drive, Cooroibah (the adjoining
site), known as ‘Our Backyard,’ a community facility which provides a range of programs, support services, and activities for
people with disabilities. ‘Our Backyard’ supports 96 members each week offering a range of daily recreational, educational and
life skill programs all which create a sense of purpose and belonging.

Through engagement with their community and families, Sunshine Butterflies is aware of the significant and growing shortage of
housing for younger people with disabilities in the Noosa Region, particularly for those who require residential care services. The
current dwelling house provides conveniently located housing for people within the Sunshine Butterflies community and who
rely on support services at the adjacent premises.

The purpose of the proposed subdivision is to support the establishment of a purpose built dwelling house within a rural
residential setting, which addresses the shortage of specialised housing for younger people with disabilities, in a convenient
location adjacent to support services used by the intended residents.

Table D below provides a summary of the key aspects of the proposed development.

Site access is from McKinnon Drive, which is a State controlled Road, and will utilise an existing shared driveway located on
Existing Easement C on SP199340 provides access and services to the site. In addition to vehicle access to the premises, the
easement provides for necessary services infrastructure including water, drainage, sewerage, gas, electricity, and
telecommunications. Use of Easement C on SP199340 will be maintained as it will provide the described services and access to
the proposed lots. Continued use of the easement is in accordance with QLD Dealing Statement 710803022.

A new easement is proposed to provide vehicular access from Easement C on SP199340 to proposed Lot 2. The new easement
will burden proposed Lot 1 and benefit proposed Lot 2. In accordance with PSP6 Engineering Design Standards in the planning
scheme, the proposed easement is 10m wide ensuring vehicles can pass as they enter or exit proposed Lot 2.

2.1.3 Provision of Infrastructure
Please refer to the accompanying Civil Servicing Statement prepared by TOD Consulting which details provision of

Water
The existing dwelling on lot 1 has a reticulated water connection from the Unitywater trunk water main, as shown on the
marked up plan in Appendix C. This water supply will be retained as part of the development to continue to supply water to the
existing house. Rainwater tanks are proposed to supply potable water to any new dwelling on the newly created Lot 2.
