1. Operational Plan 2015/16
EXECUTIVE SUMMARY
Nil.
RECOMMENDATION
That Council note the report by the Chief Executive Officer to the Special Meeting dated 12 June
2015 detailing the proposed 2015/16 Operational Plan and request staff to make any required
amendments to the document and present it for adoption at the Special Meeting on 29 June 2015.
REPORT
A Council is required to adopt an Operational Plan each year which sets out it projects and priorities
that support it achieving its long term objectives.
The format and content of the 2014/15 Operational Plan was put together quickly last year following
our re-establishment. As required by the legislation, the Council’s progress in achieving the
outcomes set out in the Operational Plan were also reported to Council on a quarterly basis.
Feedback from Councillors in the last 12 months was that the 2014/15 Operational Plan contained
too much detail and did not focus enough on the significant projects. This meant that the quarterly
reports to Council were too long and did not allow the Council to focus on the significant projects.
The 2014/15 Operational Plan also did not have appropriate integration to the Council’s Corporate
Plan.
The Leadership Team has considered how to address getting the balance between having an
Operational Plan that focuses on significant projects and at the same time, making sure that smaller
projects and “business as usual” activities are properly addressed. The following is proposed for
2015/16:
1 Draft Operational Plan 2015/16 (see Attachment 1)
The Operational Plan has been reformatted to link to the Council’s Corporate Plan. It is now much
more integrated into our Corporate Plan with a better layout and explanation as to its purpose. The
five strategic goals in the Corporate Plan are included and significant projects and issues have been
identified.
The significant projects and issues identified have been sourced from:
New initiatives;
Capital Works Program; and
Current year projects that will not be completed in this financial year.
