SPECIAL MEETING AGENDA 12 JUNE 2015

A degree of judgement has been used to identify significant projects and issues that should be
included in the Operational Plan that the Council will want to monitor on a quarterly basis as the year
progresses. As a result, there are fewer projects in the 2015/16 Operational Plan than the 2014/15
Operational Plan. Every new initiative, no matter how small, is no longer included – only the
significant ones.

2 Branch Plans

Every branch within the Council will need to have a Branch Plan. This plan sets out “business as
usual” services and activities of each branch as well as minor projects approved through the new
initiative process. A sample format has been developed and includes other issues such as risk
assessments.

To make sure nothing falls through the gaps, the Governance Advisor has reviewed the initiative list
to ensure that every project is either in the Operational Plan or a Branch Plan.

3 Reporting

To ensure accountability, the following reporting mechanisms will apply:
1. Operational Plan – Report to Council by the CEO on a quarterly basis in relation to the progress
of the significant projects and issues identified in the Corporate Plan. These reports will be more
in the style of the most recent Operational Plan report by the CEO.

2. Departmental Reports – Each Department will report to Council on a four monthly basis on
progress including progress with their Branch Plans. These reports will identify what has been
achieved, what is currently being undertaken and what is coming up. These reports will be in a
similar format to the 2014/15 reports provided by the Directors.

3. Performance KPI’s – Reported to Council by the CEO on a quarterly basis together with the
   Operational Plan report.

4. Business area reports – Some of our larger or commercially significant services such as Waste,
The J, Noosa Aquatic Centre, Noosa Leisure Centre etc will continue to report to Council on a
rolling four monthly basis on their financial, customer and operational performance.

Previous Council Consideration

The Council adopts the Operational Plan on an annual basis as part of the budget process.
