From James Canning - Principal Transmission Design Engineer

 Date 21 March 2016 Reference

Subject Application for Change of Level on an Easement

PURPOSE
This memo sets out the minimum requirements for documentation which shall be submitted to
Energex Transmission Design to provide assessment of applications to change surface levels
or to erect structures on easements containing Energex Overhead Transmission assets.

BACKGROUND
It is incumbent upon the applicant to demonstrate to and satisfy Energex that their
development will not have adverse effects on Energex interests or health and safety to the
public or Energex staff.

Design group provides the following advice regarding such applications:
 If the proposed development will restrict access to Energex assets (existing or future)
 If the proposed development will restrict the future use of the easement by Energex
 If the proposed development will compromise the integrity of Energex assets
 If the proposed development will compromise electrical clearances required under the
       electrical safety regulations.
    Other electrical safety issues
 Other issues which may become evident in the course of assessment.

Final approval or otherwise of the development remains the responsibility of Asset
Management.

To date the requirement for documentation from applicants has provided ad-hoc. In many
cases the documentation provided is substandard and significant effort is expended by
Energex in determining the suitability of a proposed development. These guidelines will aid the
provision of accurate information to Energex to assess future developments.

REQUIRED DOCUMENTAION
Where an applicant wishes to change surface levels on an easement containing Energex
Overhead Transmission assets they shall provide drawings showing a plan and profile view of the
development in relation to the Energex asset.
These drawings shall be produced specifically for this process and shall show:
 The easement boundary and title
 The location of Energex structures, poles, towers and the like within the easement
 The location of the proposed structures
 The proposed finished surface levels
 The clearance from proposed ground level or structure (existing and proposed) to the
lowest conductors when operating at their maximum operating temperature (in profile)
 The clearance from proposed objects to conductors when in the blowout condition (in
       Plan
 A ground profile under the conductors

                                                                2

The drawings shall be based on a survey of the Energex assets which shall be carried out by a
licenced surveyor. The survey shall include the following:
 Profile of the ground along the line of the lowest conductor(s)
 Any ground features higher than the general surroundings in the vicinity of the conductors
 Ground level at the base of the Energex structure
 Conductor and insulator attachment points
 Minimum of 5 points along the length of the catenary(s) and the ground level below
 Time and date of the survey
     Ambient weather conditions including
           o Temperature (in shade)
           o Wind speed
o Cloud cover (sunny, some cloud, overcast, rain etc)

The drawing shall show the conductor at its maximum operating temperature (in profile) and show
the blowout condition in plan (500Pa wind at 35degC).
Energex will supply the developer with:
      The type of conductor
 The feeder load at the time of the survey
 The maximum operating temperature of the feeder

The electrical calculations shall be carried out by an appropriately qualified RPEQ to determine
the conductor position at maximum operating temperature and the conductor blowout.

The drawing(s) shall contain a table of survey points and a table showing:
 Time and date of survey
 Feeder Load at time of survey
 Ambient weather conditions at time of survey
    Conductor type
    Maximum Operating Temperature
    Calculated tension at 15Deg C

The drawing(s) shall be signed by the RPEQ.

DISTRIBUTION
This memorandum is for internal Energex purposes and shall not be distributed to external
parties.

THINGS TO NOTE
Design group does not generally support the erection of permanent structures on an
easement.
Design group does not support the installation of swimming pools or the like in an easement.

Advice provided by design is for the purpose of Energex to assess the application it is not to be
relied upon by the applicant for any other purpose – it is the applicant’s responsibility to ensure
that they meet all legal, safety and other requirements

This shall be read in conjunction with WP1323.
