EXECUTIVE SUMMARY
A report on the proposed Noosa Destination Stewardship Council (NDSC), including the draft Terms
of Reference, was presented to the General Committee on 6 October 2026.

During consideration of the report, Council requested further discussion on some aspects of the draft
Terms of Reference. Following a subsequent workshop, a number of amendments and refinements
for clarification have been included in the Draft Terms of Reference Document as attached (Refer
Attachment 1).

The changes and refinements in the revised Draft TOR primarily relate to clarity of membership and
process for appointments, some minor clarification wording to ensure current and correct reference
to organisation and State Department names have also been made.

This further report addresses Council's requests, provides additional context and clarification on key
elements of the proposed framework, and presents a revised draft Terms of Reference for Council's
consideration and endorsement.

RECOMMENDATION
That Council
A. Note the report by the Director Strategy and Environment and the Manager Economic
   Development and Destination Management to the General Committee dated 6 October 2026
   and the Further Report to the Ordinary Meeting dated 15 October 2026 regarding the Noosa
   Destination Stewardship Council Draft Terms of Reference;
B. Approve the updated Draft Terms of Reference for the Noosa Destination Stewardship Council
   provided at Attachment 1 to the Further Report, establishing its purpose, functions, membership
   and governance arrangements to support delivery of priority actions within the Noosa Destination
   Management Plan;
C. Authorise the establishment of the Noosa Destination Stewardship Council, including recruitment
   and appointment processes in accordance with the updated Draft Terms of Reference provided
   at Attachment 1 to the Further Report;
D. Appoint the Mayor and Cr <insert name> as members of the Noosa Destination Stewardship
   Council; and
E. Delegate to the CEO to make minor amendments or corrections if required to the Draft Terms of
   Reference.
