FURTHER REPORT - NOOSA DESTINATION STEWARDSHIP COUNCIL DRAFT TERMS OF REFERENCE (REQUESTED AT GENERAL COMMITTEE MEETING DATED 6 OCTOBER 2026) · Report
ORDINARY MEETING 15 OCTOBER 2026 REPORT 1. BACKGROUND AND CONTEXT 1.1 Background The establishment of a Noosa Destination Stewardship Council (NDSC) is identified in the Noosa Destination Management Plan (DMP) as a priority action under Guiding Principle 2: Leading the Way. Council endorsed the establishment of a NDSC as a priority action to provide dedicated leadership, oversight and an accountability mechanism for the delivery of the DMP's priority actions and outcomes. 1.2 Role of the Noosa Destination Stewardship Council The NDSC serves as a vehicle for collective action in response to the community's vision and priorities as identified in Noosa’s Destination Management Plan. It exists to help ensure that the DMP moves beyond strategy into implementation, maintaining focus on progress, fostering shared ownership of outcomes and supporting coordinated action across the organisations and sectors required to achieve the Plan's objectives. Recognising that many DMP actions extend beyond Council's direct jurisdiction, authority or resources, the NDSC is intended to leverage the collective leadership, influence, expertise and networks of its members to advance priority DMP actions across government, industry, environmental organisations on behalf of Noosa. 2. NDSC Membership, Recruitment and Appointment Processes The NDSC is proposed to comprise of a number of member categories including - partner organisations with direct responsibilities in Destination Management such as Tourism Noosa and Noosa Biosphere Reserve Foundation, State Government representative/s and two representatives of Business/Industry organisations, two representatives from Community and or Environment organisations and two individual members of the broader community. The Chair is intended to provide independent leadership and facilitation. State Agency Member/s contribute specialist government expertise and networks and have a key role of helping to provide connections into various Government Departments where necessary. Organisation representative members bring both a cross section of representation of various sectors and issues of importance as they related to Destination Management in the community. Individual Community Members provide local knowledge, local voice and community perspectives as well as connections back into community. Together, these complementary roles are intended to create a balanced forum that ensures the NDSC benefits from a balanced mix of leadership, technical capability, skills and community insight. The member roles and approach to recruitment and appointment of members and member organisations are deliberately different and are identified in the below table and in the revised Draft Terms of Reference:
