TECHNICAL NOTE Project: Palm Lake Cooroy – Resort and Aged Care Development Subject: Elm Street/Pearson Road Intersection Upgrade and Staging Clarification Date: 7 December 2016 Our Ref: 15-001261-TN01.WA.DOCX INTRODUCTION This technical note has been prepared to provide clarification on the upgrades required at the completion of Stage 2 on the Elm Street/Pearson Road intersection for the Palm Lake Cooroy Development. Analysis will be undertaken on the traffic generated by Stages 1A and 2 only. METHODOLOGY Analysis of the traffic impacts of Stages 1A and 2 on the external network and on the Elm Street/Pearson Road Intersection have be undertaken adopting the methodology outlined in the Cooroy Retirement Community Traffic Impact Assessment prepared in February 2016 by Calibre Consulting, lodged with initial development package (MCU 15/0111 and REC 15/0031) TRAFFIC GENERATION/DISTRIBUTION Traffic generation from the Cooroy Retirement Community will be limited to Stages 1A and Stage 2 to determine if the existing intersection performs satisfactorily up to the completion of these stages. Stage Proposed Site Activity Number of Units AM Period Trips1 PM Period Trips1 1A Independent Living Units (ILUs) 40 0.5 × 40 = 20 ݒℎ 0.5 × 40 = 20 ݒℎ 2 Independent Living Units (ILUs) 65 0.5 × 65 = 33 ݒℎ 0.5 × 65 = 33 ݒℎ Total 105 53 vph 53 vph Adopting the methodology outlined in the February 2016 report, the directionality of trips in/out of the site is as follows: • In/out split of 30/70 during the AM peak hour, with the reverse during the PM peak hour. • Total two-way 32 vph development traffic at the Elm Street (Cooroy Connection Road)/Pearsons Road intersection. During the morning peak hour, 10 vph travel towards the site, and 22 vph travel away from the site. The reverse is anticipated during the evening peak hour. • Total two-way 21 vph development traffic at the Elm Street (Cooroy Connection Road)/Lamont Road intersection. During the morning peak hour, 6 vph travel towards the site, and 15 vph travel away from the site. The reverse is anticipated during the evening peak hour. 1 Roads and Traffic Authority NSW, “Guide to Traffic Generating Developments” (2002) Calibre Consulting (Qld) Pty Ltd Ground Floor, 545 Queen Street Brisbane Qld 4000 T +61 7 3895 3444 1

ELM STREET/PEARSONS ROAD INTERSECTION ASSESSMENT
SIDRA ANALYSIS
The traffic volumes for the Elm Street/Pearsons Road intersection has been adjusted to include current anticipated
background traffic volumes and anticipated peak hour development traffic volumes for Stages 1A and 2. Anticipated
intersection traffic volumes including the development traffic, are presented below.
The existing intersection was assessed adopting the traffic volumes shown above in SIDRA to determine intersection
performance and suitability of current configuration. SIDRA results are summarised below.
Degree of Lane Level of 95th Percentile Queue Delay (s)
Scenario
Saturation Service (LOS) Length (m)
Existing AM Peak Hour – Including 14.3
0.388 B 5.5
Stages 1A and 2
Existing PM Peak Hour – Including 13.9
0.334 B 6.8
Stages 1A and 2
The SIDRA results show that the intersection in the existing configuration is operating adequately and has significant
spare capacity with inclusion of development traffic from Stages 1A and 2.

TURN WARRANT ANALYSIS
The existing Elm Street/Pearsons Road intersection with development traffic from Stages 1A and 2 has been examined
against the TMR turn warrants below.
Peak Hour Turn Movement From Major Road Major Road Traffic Volume Parameter
Current Year Without Development
QR = 37 vph max during AM Peak Hour QM = 972 vph total two-way AM Peak Hour
QR = 58 vph max during PM Peak Hour QM = 1004 vph total two-way PM Peak Hour
Current Year With Development Stages 1A and 2
QL = 4 vph max during AM Peak Hour QM = 715 vph total one-way AM Peak Hour
QL = 5 vph max during PM Peak Hour QM = 515 vph total one-way PM Peak Hour
QR = 45 vph max during AM Peak Hour QM = 992 vph total two-way AM Peak Hour
QR = 58 vph max during PM Peak Hour QM = 1025 vph total two-way PM Peak Hour
When comparing the blue and purple symbols (circle and triangle) it can be seen there is minimal difference in
intersection condition.
Analysis performed against the TMR turn warrants demonstrates that the existing Elm Street/Pearsons Road intersection
without inclusion of development traffic requires an upgrade (full channelized right turn treatment to facilitate right turns
from the southern leg of the intersection). With inclusion of development traffic (Stage 1A and 2), turn conditions are
marginally worsened.
Calibre Consulting is currently seeking final operational works approval with DTMR to address ultimate conditions at Elm
Street/Pearson Road intersection. Responses to information requests have been lodged and approval is expected
imminently. Construction is programmed to commence in early 2017.
