Construction Management Plan
1.0 Introduction
1.1 Purpose
This construction management plan has been developed to describe how the project management team shall
implement and conduct its allocated site management responsibilities during the construction phase of the
Noosa Youngcare – Residential. A fundamental aim of this plan is to ensure all construction is properly
facilitated, integrated, and coordinated to deliver certainty to the objectives of the project.
This plan forms part of the DLC Integrated Management System which is accredited to IS0 9001 – Quality
Management, ISO 14001 – Environmental Management, and ISO 45001 Occupational Health and Safety
Management Systems.
1.2 Scope
This plan provides a holistic approach that:
advises how the project management team will comply with the requirements of the contract
relating to construction
defines the project objectives and targets of particular relevance to the construction phase
describes constraints specific to the construction phase and the project in general
describes the process for the identification and control of risks specific to the construction phase
details the proposed strategy for the construction phase, with particular regard to establishment
resourcing, site organisation and construction controls.
1.3 Proposed Works
The proposed works require the construction of:
This type of construction will have several distinct phases that will require different material handling
strategies to optimise the construction works and minimise impact to surrounding streets, other stakeholders
(such as Noosa Council) and neighbours. Our material handling strategies and construction planning will
require consultation with stakeholders and authorities before implementation.
1.4 Site location
The proposed development site (refer Figure 1) is bounded by Viewland Dr Noosa Heads. The site area for the
works is approximately 3,105m² and is in a Community Facilities Zoning according to the Noosa Council Plan.

Construction Management Plan
2.0 Construction Management
2.1 Approach
The major external constraints on the project are:
• Maintaining smooth traffic and pedestrians flow with minimal disruptions to the surrounding streets
• Undertaking works with minimal impact on neighbours
• Ensuring existing roads maintain in clean state, all erosion and sediment controls in place to protect
existing council storm water system
• Main access and parking on viewland Drive. Entry and exit must be set up taking into account existing
road visibility in order to avoid potential collisions or danger to pedestrians.
o Traffic control will be used as needed to assist the flow of external traffic
• Upon commencement, our project team’s immediate tasks will be to:
o Locate a project office, site accommodation and facilities
o Undertake a survey of the site and complete a dilapidation report of surrounding properties
and assets
o Confirm the locations of existing services and obtain all necessary permits and licences and
approvals
o Arrange for the installation of temporary services – power, water and sewer to service the site
works and the amenities.
2.2 Approvals
The works will be completed in one go without any staging of the works and this will be reflected in the Building
Approval and Development Application. A development approval is available for the works, which includes
clearing and bulk excavation works. Operational works pre-start meeting with Noosa Council is required, prior
to commencement of the building works on site. Development approval contains conditions that certain
reports will need to be completed, submitted and approved before works can commence. Some of these
reports needing approval are:
• Construction management plan (CMP)
• Erosion and sediment control (completed by separate contractor as part of the bulk earthworks)
Prior to commencing temporary modification or arrangements, further approvals may be required from Noosa
Council including but not limited to:
• Application / Notification to Work on Council Property
• Temporary Footpath Closure Application
• Crossover application
It is proposed that a single Building Approvals (BA) will be obtained from a qualified private certifying authority
(PCA) prior to commencement on site. It is proposed that the BA will be approved in the following sequence:
• Structural and foundation works
• Base Build Certification
• Services and Internal Fit Out
The staging of the BA’s will allow works to commence, whilst affording time for those works requiring intense
design time such as structural and finishes works. The net effect is an overall reduction in total development
construction time.

Page 8
Construction Management Plan 2.3 Site security The site is to be secured with the use of the temporary construction fences and hoardings around the perimeter of the construction site which will be established prior to the commencement of the bulk earthworks. This fencing is securely locked after hours, to prevent un-authorised access to the construction site. All visitors to the site will be required to report to the site office, and will be appropriately inducted and registered in a site attendance log book. It is proposed that the site will be accessed by vehicles via designated entry and exit points (refer Appendix 1 Site Layout Plan). Construction vehicles will be monitored and appropriately cleaned as required when leaving the site. It is anticipated the development will have approximately 10-15 movements entering/exiting the site per day, in peak construction periods with approximately 60 movements during the importation of filling material. All materials handling and unloading will be contained within the site, at designated locations. These construction handling processes will be managed on site and will not impact the surrounding or neighbouring traffic movements. 2.4 Public / Worker safety All site staff and subcontractors will be required to complete a site-specific induction before commencing work on site. The induction will cover aspects relating to safety and amenity, including access, emergency evacuation procedures, location of first aid facilities, location of amenities, site hours, material handling, noise and dust management and environmental management. Prior to commencing works on site, all subcontractors will be required to submit a project specific work health safety and environmental management plan. This plan will be reviewed by DLC for compliance with the overall project WHSE management plans. As per 2.3 above, the site is currently secured with the use of the existing temporary construction fences and hoardings around the perimeter of the construction site and is locked after hours to prevent un-authorised access to the construction site. 2.5 Hoarding and Temporary Fencing The hoarding construction will consist of temporary wire mesh fence panels to 2.1m high with branded banner mesh. Gates will be used on all access points onto the site. The branded banner mesh is also utilised to help control dust and assits by keeping the site safe from the public. Page 9
Construction Management Plan 3.0 Construction Methodology 3.1 Demolition and excavation The bulk earthworks phase will consist of removal of the existing vegetation into a stockpile for processing onsite and then removed in chip form from site. The topsoil and organic matter will be stripped into stockpiles for removal during the works. The civil design has been completed to utilise fill material from the site to minimise the import and export of fill from the site. This will limit the truck movements required to undertake the works for this project. Existing services within the site will be located and either capped if redundant or modified if they are to be used as temporary services for the works according to the approved design. If this is unachievable than all services will be held temporarily and pumped out or supplied as required. The retaining wall systems will commence during the bulk earthworks phase and completed to allow the final level to be completed. The overall Design drawings and specifications can be provided as a standalone document (if required) and is not included in this CMP. 3.2 Substructure works From the Geotechnical report we envisage that the substructure works will be a combination of Strip and high level pad footing arrangements and some minor bored piers. As the detailed excavation is complete, foundations will be cast, in ground services installed, and the ground will be prepared for the structure and the slabs will be cast on ground. 3.3 Structure The structure trades and works will be supported by mobile cranes for lifting of materials, propriety perimeter edge protection will be used to provide fall protection. Where required perimeter scaffolding will be installed within our property to allow the external cladding trades to complete their works including painting etc. Loading and unloading of these materials and equipment will be completed outside of peak traffic times and the working hours stipulated in the Development Approval. Page 10
Construction Management Plan 3.4 Services and finishes Prior to slabs being placed in the buildings the services are to be installed in ground as per the approved design. These works will commence within the building but will not be completed until the fitout of appliances is complete. After the structure is complete, the services will commence to be installed. These works will commence within the building but will not be completed till the façade to that level is complete. The façade provides edge protection for the men working near the edge and provides weatherproofing for equipment that is water sensitive. The works will be organised in several passes, with what we term “rough in of services” being the first pass which is all services that can be installed before the façade is completed. Finishes are normally commenced in earnest when the façade is installed to that floor. The services will be scheduled to be completed enough to allow finishes to commence in our programming. Plant, equipment and materials will be lifted to the floors via several means depending on what stage the building is at. 3.5 External works The completion of external wall cladding will allow the external works to be commenced and completed in a timely manner. The works will also include making good any areas that have been affected by the construction of the project. Once these areas are rectified, casting of external hardstands, footpaths and crossovers will commence. Landscaping works will commence concurrently in order to stabilise the ground and place soil in garden beds prior to closing area with new cast concrete slabs. All environmental controls installed as part of the earthworks, will be monitored and maintained during the construction of the warehouses. On commencement of external works according the operation works approvals, existing services like street lights, fire hydrants and the like, will be protected as required during the construction of the approved works. 3.6 Construction sequence and planning The locations and types of plant may vary depending on the results of more detailed planning as the design solidifies and the availability of plant is firmed up. There will be 3 distinct phases requiring different material handling logic, to construct the building efficiently and minimise impact on surrounding streets and neighbours. The phases are: Phase 1. Site establishment; bulk excavation, detailed excavation and footings installation Phase 2. Structure Phase 3. Finishes and external works Each phase will not happen in isolation. Phase 2 and 3 will happen simultaneously once the structure is sufficiently complete, to allow the finishes trades to commence on lower levels. Page 11
Construction Management Plan 3.7 Material handling Material handling will be complete manually around the site, using mechanical aids as required. 3.7.1 Mobile cranes Mobile cranes will be used throughout the construction sequence and brought to site as required by the relevant contractor. 3.7.2 Concrete handling A concrete washout bay will be established on site, for cleaning purposes and dumping small leftovers. Solidified concrete waste will be regularly removed to local concrete recycling facility for processing. 3.7.3 Rubbish removal Construction waste will be removed from site by a licenced waste contractor and taken to a transfer facility for separation. Recycling bins will be used on site for materials separation and returned to suppliers for processing and recovery. 3.8 Pedestrian Traffic flow around the site Pedestrian traffic will be a focal point for the Se Luca Site Team as construction works are being carried out in and around the Project Site. There will be limited footpath access to Viewland Drive during certain times to complete crossovers, associated works and major deliveries. Chainwire fencing will be used in these areas with dust/shade cloth installed to the road frontage. The relevant statutory signage will be installed to direct the local pedestrian traffic around these areas and temporary works will be completed to maintain pedestrian access outside of working hours. 3.8.1 Workers movements All staff, subcontractors, suppliers, consultants and the like will be advised that they are to be mindful of the local residents. All parking is to be located on the site in designated subcontractor and office parking sections. 3.8.2 Material Deliveries/Waste Removal Deliveries and waste removal will be scheduled during low traffic and off peak times to limit unnecessary congestion to the neighbourhood. 3.9 Vehicular traffic flow around the site Vehicular traffic around the construction zone should not be overly affected during the construction of the new residential care facility. During these times, any necessary traffic control will be provided to limit and manage the impact on the neighbourhood. Works to these areas will be scheduled and planned in short durations to limit the affect of congestion to the area. 3.10 Traffic controllers required to coordinate traffic flow De Luca Corporation will rely on licensed traffic controllers that will be utilized when required. Not all deliveries will require traffic controllers to be onsite and will be managed accordingly by De Luca’s site staff. Site and activity specific traffic management plans will be completed when required. The aim of the traffic controllers is to ensure disruption to the local traffic is kept to minimum. Construction Management Plan
4.0 Environmental
4.1 General
The objective of this section is to identify the proposed methods that will be employed to minimise the impact
of noise, vibration and air quality in the vicinity of the development.
4.2 Noise and Vibration Management
The normal hours of work will typically be 7:00am to 6:00pm, Monday to Saturday and 9:00am to 5:00pm
Sunday and public holidays according to the development approval conditions. Noise management will
generally be in accordance with the QLD DEHP environmental noise management criteria. It is anticipated
that all contractor plant is regularly maintained and log books are supplied, ensuring that there are no excess
noise emissions. Where it is practical, electric machinery will be used in lieu of mechanical devices. All
subcontractors will be responsible for managing noise and vibration in accordance with their project specific
management plans.
All after hour’s works will be subject to consultation with the Noosa Council, which will occur at all times, prior
to any works being scheduled. All businesses and surrounding residents will be given notification of all the
proposed after hours works prior to the works commencing, which will include details of the works and the
time to undertake each activity.
4.3 Dust Management
Dust control measures will be implemented as required throughout construction, and will be in accordance
with QLD workplace health and safety regulations and Environmental Protection Act. Dust management will
be most critical during the footing and in-ground services installation, with the subcontractors for these trades
specifically dealing with dust management within their project specific management plans. Measures that will
be employed include:
• Site Perimeter – A 1.8m high sheeted/shade cloth hoarding will be provided in all areas where
external works are occurring.
• Excavation – water down working surfaces as required. Minimise stock piling of material.
Maintaining stabilised access roads and driveway.
• Construction – maintain a high level of housekeeping to minimise likelihood of windblown dust.
4.4 Stormwater and Sediment Control
A sediment and erosion control plan has been developed by Neil Mckenzie and Associates (Appendices - 2)
and will be implemented as part of the bulk excavation works. This will be maintained during the construction
phase to ensure that stormwater does not enter adjoining properties, and that all water that enters the council
stormwater system does not contain silt or other contaminants. The following are possible solutions during
each phase of construction which will be developed further and consolidated into the overall management
plan:
• Excavation – at the commencement of these works, screens and bunding at the perimeter of the site
where stormwater may run off, will be installed. The existing bunding will be reviewed and maintained
around the existing stormwater drains
• Diligent housekeeping will be implemented to minimise risk of dust/debris being washed into pits
• Construction – Installed drainage pits will be bunded or have filter cloth applied to ensure debris and
silt does not enter the council’s drains during construction, according to the civil designs.
