RECOMMENDATION
That Council note the report by the Manager Development Assessment to the Planning &
Environment Committee Meeting dated 10 July 2018 regarding the waiver or partial waiver of
development application charges for 1 October 2017 to 31 March 2018 as detailed in the report.
REPORT
As part of Council’s budget each year, Council adopts its Fees and Charges for the financial
year, including its regulatory and commercial charges for lodgement of development applications.
The fees and charges policy for development applications cover a number of policy provisions
including delegation to the Director Environment & Sustainable Development to “partially or
wholly waive a development fee where strict application of the scheduled fee is obviously
unreasonable for the type of application being received.”
This report identifies proposed applications where a fee variation has been granted for the last 6
months. Between 1 October 2017 and 31 March 2018 there were 6 proposed applications where
a partial waiver or full waiver of the development application fees was granted, with 1 request for
a fee variation refused. Two fees for flood searches were also waived during this time in respect
to the houses burnt down in a fire on the Noosa North Shore. The tables below set out a
summary of each application and the reason for the fee waiver.
Application No Applicant Application Details Fees & Charges Fee
Policy proposed
CER17/3282 65 Noosa River Flood Search $247 $0
Drive Noosa
North Shore
The applicant requested a fee variation for the flood search due to the recent fire on the Noosa North
Shore where the above property was totally destroyed. The flood search was required to determine the
minimum floor level requirements for a new dwelling to be constructed on the property.
