                                          (MCU12/0041)
The applicant sought a fee variation for the Operational Works application associated with a
Development Permit for Material Change of Use for Aquaculture. The Operational Works application
was required for the construction of the ponds associated with the aquaculture use and required
minimal assessment, with the primary issues addressed through the material change of use
application. A reduced fee consistent with a Generally in Accordance request was accepted.

                                                                      Policy proposed

MCU18/0004 Jodie Williams Entertainment & $5214 $5214
                                          Business Type 1
The applicant requested a reduction in fees due to the proposed function centre adjacent the existing
general store in Kin Kin only operating on weekends.
No fee variation was supported given the level and extent of assessment would not change due to
reduced operating times. Instead the applicant was encouraged to request a reduction in
Infrastructure Charges based on the reduced operating hours.

Application No Applicant Application Details Fees & Charges Fee
                                                                  Policy proposed

MCU18/0019 Project Urban Multiple Housing $7876 - 5 beds $35,409
                                         Type 3 Retirement & +$4940 - 20 beds
                                         Special Needs
                                                                  +$10790 - 65 beds
                                                                  $23606 x 3
                                                                  = $70,818
The applicant requested a fee variation as they considered the fee excessive given the Housing
Needs study had identified a need for aged care in Noosa, the site was reasonably located opposite
the hospital with access via the major road network. The applicant requested that the fee multiplier of
3 not be applied in this instance.
It is agreed that the proposal has some merit, though the assessment required will still be substantial
as the facilities presentation to the streetscape will be critical and may require input from an external
architect. There will also be significant amenity and traffic considerations. On this basis the base fee
should apply with a half (1.5) multiplier apply to ensure the fee covers Council’s likely assessment
costs.
