 Engineering Comments

 Stormwater
 • The size of the development site means that any development will need to address
stormwater quantity and quality. Any application will need to include a Stormwater
Management Plan prepared by a Registered Professional Engineer of Queensland
(RPEQ) and address The Noosa Plan 2020 Water Quality and Drainage Code.
 • The submitted plan indicates a basin in the north-eastern corner of the site (the highest
part of the site) so this may not be a realistic location for a basin.
 • It is noted that Council’s mapping shows that there are stormwater lines running through
the site. It appears from the mapping that the lines are not parallel to the boundaries so
this may affect any proposed easements. The location of the stormwater lines would
need to be determined by survey and any associated easements be clearly shown on
plans submitted as part of any future application.
 Access and Carparking.
 • All carparking (passenger vehicles, heavy vehicles and motor bike spaces) must be in
accordance with relevant Australian Standard and be freely accessible.
 • The PWD space will require a shared setdown area beside it (refer to
AS/NZS2890.6:2009). This space, along with other spaces, need to be setback from the
boundaries to provide for landscaping. This is particularly relevant along the southern
boundary. It is considered that having cars overhang the landscaping along this
boundary will not provide the opportunity for sustainable landscaping in this area.
 • There are no pedestrian routes between the proposed carparking and Units 1-9 shown
on the submitted plan. A suitable pedestrian route from these spaces is required and a
route from the PWD space is essential. It is not desirable to have this route directly at
      the entrance to the site.
 • The one way loop through the site is supported in principle, however concerns are raised
with the vehicle path going right to the boundary (no setback). Any application would
need to demonstrate the type of heavy vehicle required to access the site. The
Driveways and Parking Code provides some advice regarding heavy vehicle
      requirements.
 • The proposed loading bay indicated on the plans will block access through the site. The
loading bay needs to be located where it does not impact on vehicles travelling through
the site and any spaces impeded by the bay must be dedicated as “staff”.
 • The length of the blind aisle extending across units 1-9 is a concern. There is no
dedicated turning/manoeuvring area, and the width (6m) raises concerns if vehicles are
parked adjacent to the units. The area at the end will need to be dedicated for
manoeuvring with either space 5 or 6 included in the manoeuvring area. The Australian
Standard AS/NZS2890.1:2004 contains advice on the required area.
 • Any bicycle or motorcycle spaces need to be accessible and functional with the access
to the space not blocked by other bicycles/motorcycles or landscaping.
 Waste.
 • Any application will need to include a waste management plan for the development. The
plan must be prepared by a suitably qualified person, include storage areas, collection
location etc and be in accordance with Noosa Plan 2020 – Waste Management Code
      and PSP9 Waste Management.

This document is a record of prelodgement discussions and will not be made available for public viewing. Prelodgement
discussions are conducted to explore development options and requirements, identify issues and provide guidance to prospective
applicants about Council’s policies for development. The recorded discussion items and outcomes in no way imply or commit to
an approval of the proposal on the part of Council or Council officers, nor guarantee that all potential issues associated with a
development proposal have been raised / identified. When a formal development application is lodged, the proposal will be
assessed on its planning merits in accordance with Council’s policy framework existing at the time of the assessment.
