o buildings visible from the street are articulated and use a mix of materials and
appropriate design techniques to soften the bulk and scale of the building.
o buildings are finished in colours of muted environmental tones. Broad expanses of
a single colour are avoided with walls broken up by natural tones or by design
elements.
Any application will need to adequately address the building design requirements in the
Zone Code, including incorporating the above.
• All boundary setbacks appear compliant with the zone code requirements.
• The proposed carparking complies with scheme requirements, based on the GFA
estimates provided with the PLM request material.
• The bicycle parking may be difficult to access in the current location when cars are
parking in spaces 6 & 7. Location and design may need to be reconsidered, noting that
the planning scheme requires 8 spaces (based on a GFA of 2000m2)
• Information must be provided with the application material to confirm that any waste
storage area is of a sufficient size to service the development, noting a Waste
Management Plan will be required to be submitted with the application material. The
proposal for bins to be located within the tenancies is not supported. Additionally, the
current approx. 4.7m2 bin enclosure is unlikely to be sufficient for servicing the 2000m2
development.
• Landscaping appears to comply with scheme requirements, based on the calculations
provided with the PLM request material. The zone code requires the 6m & 4.5m road
frontages to be landscaped (2m where carparking is provided within the setback). It is
noted that the strip of landscaping along the southern boundary is likely to be difficult to
maintain due to vehicle parking. Given the oversupply of parking, it may be more suitable
to remove one or two carparks and provide additional landscaping in these areas, and
then have hardstand to the boundary.
• Any fencing along the frontage must be set back an average of 2 metres, provided that
no part of the fencing is within 1 metre of the property boundary. Landscape screening
should be provided along the front of the fence.
Noosaville Local Plan Code
• The local plan code calls for the retention of existing mature trees and character
vegetation on site. The application material must include a Landscape Concept Plan (or
Detailed Landscape Plan if a combined Operational Works application is proposed)
detailing if the retention of any existing vegetation, or alternatively, if removed, details of
replacement planting must be provided.
Industry Activities Code
• Any development must contain any odour, dust air pollutants within the boundaries of
the site.
• The proposed screening of the waste storage areas is supported, as the area is visually
screened from the frontage.
• Lighting of appropriate intensities is provided which satisfies the requirements of
Australian Standard AS1158: Public Lighting Code, unless otherwise specified in this
Code.
This document is a record of prelodgement discussions and will not be made available for public viewing. Prelodgement
discussions are conducted to explore development options and requirements, identify issues and provide guidance to prospective
applicants about Council’s policies for development. The recorded discussion items and outcomes in no way imply or commit to
an approval of the proposal on the part of Council or Council officers, nor guarantee that all potential issues associated with a
development proposal have been raised / identified. When a formal development application is lodged, the proposal will be
assessed on its planning merits in accordance with Council’s policy framework existing at the time of the assessment.
