PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 6 SEPTEMBER 2022
The Code details that development on key sites is to incorporate a high standard of architectural
design and landscape treatment consistent with the streetscape character. The proposed
development form has been reviewed against the code and is well articulated including an awning
and posts to the road frontage and windows along the side elevations. The front of façade of the
building includes a parapet over the upper level deck which reflects the character of the main street
of Cooroy and will complement the adjoining development to the east.

The Code also details that development is to facilitate the widening and upgrading of laneways in
the Cooroy Local Plan area. The proposal plans detail the provision of the required 2.0 metre
Wimmers Lane widening as well as the provision of a 1 metre landscaped setback to the lane. All
vehicular access is proposed from Wimmers Lane consistent with Code requirements and the
landscaped setback provides an appropriate treatment to laneway.
The site is mapped as containing a Key Pedestrian/ Cycle link along the eastern boundary (figure
5 above) and details that development on or adjoining this link is to facilitate those connections.
The proposal plan meets this outcome by providing a 2.0 metre wide pathway along the eastern
boundary which provides a link from Wimmers Lane to Emerald Street.
Building Height
The District Centre Code details a maximum height of 8 metres for the Cooroy District Centre zone.
The applicant seeks to vary the height provision by the provision of a 0.5 metre parapet which
extends into the 8 metre height limit. The applicant indicates that the parapet could be removed
which would result in the building complying with height requirements however submits that the
structure adds to the character of the building and traditional built form of the area. The applicant’s
submission is supported and the minor encroachment for the parapet is not considered to impact
on the amenity of the area or dominate the street.
Landscaping
The District Centre code details that 10% of the site area is to be provided on site for landscaping.
The proposal plans detail 70m2 of soft landscaping provided at the front of the site with 1.0 metre
strips provided along the carparking adjoining the pedestrian/cycle pathway and to Wimmers Lane.
The pedestrian/cycle pathway extends along the entire eastern boundary and provide a public
thoroughfare from Wimmers Lane to Emerald Street. The pathway comprises 96.5 m 2 and whilst
not providing soft landscaping is considered to be a landscape element and contributes to the
functioning and character of the area. The proposal therefore complies with landscape
requirements.
Carparking
The Driveways and Parking Code details that 25 spaces are to be provided for the proposed
development. The applicant has provided the following parking:
