PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 6 SEPTEMBER 2022

    22 carparking spaces
 1 loading bay (not required by the Code and able to be used as a carpark)
 2 motor cycle spaces (equivalent to 0.5 carparking space)
The proposal is therefore 1.5 carparking spaces short. As the proposal does not comply
with the Acceptable Outcome it is required to be assessed against the Performance
Outcome PO6 of the Driveways and Parking Code. PO6 details that sufficient parking:
     a) is provided having regard to the specifics of the use including—
              i. the type and intensity of land use;
             ii. any existing parking available on the site;
            iii. hours of operation;
            iv. likely numbers of users;
             v. accessibility to the site by means other than private motor vehicle;
            vi. the peak parking demand periods of uses on the site; and
           vii. the availability of alternative car parking; and
     b) is provided to accommodate the number and type of vehicles and motorcycles likely to
           be generated by the development.
The proposed carparking on site is considered to be appropriate for the proposed use of the site
with the provision of vehicular access off Wimmers Lane enabling the existing on street parking in
Emerald Street to be maintained. The applicant’s proposed dedication of 2.0 metres of the site to
be included in Wimmers Lane, as well as 95m2 of the site for a public access/cycle way provides
significant community benefit and promotes alternative access to the site and surrounding areas.
No further contributions are considered warranted due to the provision of these items.
Infrastructure Charges
Under Queensland Planning legislation, infrastructure charges are triggered for the development.
In accordance with Council’s Charges Resolution (No7) 2022 the development is required to pay
the following charges based on developments gross floor area and impervious area:

                                                                                   Page 14 of 63
